GENESEE COUNTY ORLEANS COUNTY LEGAL NOTICE NOTICE OF ANNUAL MEETING AND ELECTION OF THE ALBION CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that the Annual Meeting and Election of the Albion Central School District, Orleans and Genesee Counties, New York (the “District”), will be held on Tuesday, May 19, 2026 from 12:00 noon prevailing time to 8:00 p.m. prevailing time in the HOAG LIBRARY, 134 South Main Street, Albion, New York, for the purpose(s) of voting on the budget for the 2026-2027 fiscal year, electing three (3) members of the Board of Education of the District (the “Board”), voting on three other propositions, and transacting such other business as may be authorized by law. TAKE FURTHER NOTICE that a public hearing for the qualified voters of the District on the 2026-2027 budget will be held on Tuesday, May 12, 2026 at 6:00 p.m. prevailing time in the LGI room in the Charles C. D’Amico High School Building located at 302 East Avenue, Albion, New York. TAKE FURTHER NOTICE that an election for members of the Board shall be held to fill three (3) at-large positions on the Board. The two (2) candidates receiving the highest vote totals shall each be elected to a five-year term (commencing July 1, 2026 and ending June 30, 2031) and the one (1) candidate receiving the lowest number of votes shall be elected to a one-year term (commencing July 1, 2026 and ending June 30, 2027). TAKE FURTHER NOTICE that all candidates for the office of member of the Board shall be nominated by petition. Each petition shall be directed to the District Clerk, shall be signed by at least twenty-five (25) qualified voters of the District, or 2% of qualified voters who voted in the previous Annual Meeting and Election, whichever is greater, state the residence of each signer, and shall state the name and residence of the candidate. Each petition must be filed in the Office of the District Clerk between the hours of 9:00 a.m. and 4:00 p.m. but not later than the thirtieth day preceding the Annual Meeting and Election, to wit, by 5:00 p.m. on April 20, 2026. TAKE FURTHER NOTICE that the voting at the Annual Meeting and Election shall consist of voting on the budget and other propositions as may be lawfully presented at the meeting: PROPOSITION NUMBER 1 (2026-2027 BUDGET) Shall the following resolution be adopted? RESOLVED, that the budget for the Albion Central School District, Orleans County and Genesee County, New York (the “District”) for the fiscal year commencing July 1, 2026 and ending June 30, 2027 as presented by the Board of Education, is hereby approved and adopted and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in said District to be levied and collected as required by law. PROPOSITION NUMBER 2 (PURCHASE OF BUSES) Shall the following resolution be adopted? RESOLVED, that the Board of Education be authorized to appropriate an amount of one million five hundred thousand dollars ($1,500,000) from the Albion Central School Bus Purchase Reserve Fund to purchase buses for the 2027-2028 school year. PROPOSITION NUMBER 3 (LOCAL LIBRARY APPROPRIATION) Shall the following resolution be adopted? RESOLVED, pursuant to the provisions of Section 259 of the Education Law of the State of New York, the Board of Education of the Albion Central School District of Orleans and Genesee Counties, New York (the “District”), is hereby authorized to levy and collect an annual tax, year after year, separate and apart from the annual District budget, in the amount of $687,760 during the 2026-2027 fiscal year of which shall be paid to the Hoag Library for the support and maintenance of that library; with this appropriated amount to be the annual appropriation until thereafter modified by a future vote of the electors of the District. TAKE FURTHER NOTICE that voting machines will be used to record the vote on the budget, on all propositions, and on the election of members of the Board. TAKE FURTHER NOTICE that applications for absentee ballots for the Annual Meeting and Election may be obtained up to thirty (30) days before said election at the Office of the District Clerk between the hours of 9:00 a.m. prevailing time and 4:00 p.m. prevailing time except Saturdays, Sundays, and holidays. Completed applications must be received by the District Clerk at 324 East Avenue, Albion, New York 14411 at least seven (7) days before the Annual Meeting and Election, if the ballot is to be mailed to the voter, or on the day before the Annual Meeting and Election, if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee ballots shall have been issued will be available in the Office of the District Clerk, where it shall be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 4:00 p.m., prevailing time, until the day set for voting, except for Saturdays, Sundays and holidays, and said list will be posted at the polling place. TAKE FURTHER NOTICE that military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk. Applications for military voter ballots must be received by the District Clerk no later than 5:00 pm, prevailing time, on April 22, 2026. Eligible military voters may designate their preference for receiving their application by mail, facsimile transmission or electronic mail at cishmael@albionk12.org. If no designation is indicated, the military ballot application and ballot will be transmitted by mail. A list of all persons to whom military voter ballots shall have been issued will be available for inspection in the Office of the District Clerk on each of the five (5) days prior to the day of the Annual Meeting and Election (except Saturday and Sunday), and such list shall also be posted at the voting place, and any qualified voter may challenge the acceptance of a military ballot of any person on such list, by making the challenge and the reasons therefor known to the Inspector of Election before the close of the polls. TAKE FURTHER NOTICE that applications for an early mail ballot may be applied for at the Office of the District Clerk. Applications for early mail ballots may be accepted beginning April 20, 2026. Applications for early mail ballots must be received by the District Clerk at 324 East Avenue, Albion, New York 14411 at least seven (7) days before the Annual Meeting and Election, to wit, May 12, 2026, if the ballot is to be mailed to the voter, or on the day before the Annual Meeting and Election, to wit, May 18, 2026, if the ballot is to be delivered to the voter in person. A list of all persons to whom early mail ballots shall have been issued will be available for inspection in the Office of the District Clerk on each of the five (5) days prior to the day of the Annual Meeting and Election (except Saturday and Sunday), and such list shall also be posted at the voting place, and any qualified voter may challenge the acceptance of an early mail ballot of any person on such list, by making the challenge and the reasons therefor known to the Inspector of Election before the close of the polls. TAKE FURTHER NOTICE that the Board will have prepared and completed a detailed statement in writing of the amount of money which will be required during the 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount for each purpose estimated necessary for payments to Boards of Cooperative Educational Services shall be shown in full, with no deduction of estimated state aid. The amount of state aid provided and its percentage relationship to the total expenditures shall also be shown. Such statement shall be completed at least seven days before the budget hearing at which it is to be presented and copies thereof shall be prepared and made available, upon request, to residents within the District during the period of seven days before the budget hearing and/or fourteen days immediately preceding the Annual Meeting and Election, and may be obtained by any resident in the District at each school house in the District during the hours of 9:00 a.m. to 2:30 p.m. prevailing time on and after May 5, 2026, excluding Saturdays and Sundays, and in the District Office.
