GENESEE COUNTY NOTICE OF PUBLIC HEARING NOTICE OF PUBLIC HEARING AND ANNUAL VOTE NOTICE IS HEREBY GIVEN OFa Public Budget Hearing and Annual Vote for the qualified voters of the Alexander Central School District. A Public Budget Hearing will be held in the MSHS Cafeteria on Wednesday, May 6, 2026, at 7:00 PM for the purpose of reviewing the proposed 2026-2027 school budget. NOTICE IS ALSO GIVENthat a copy of the budget or statement of the amount of money which will be required for the ensuing year for public purposes, exclusive of public monies, and the tax exemption report may be obtained from the Business Office between the hours of 7:15 a.m. and 3:15 PM by any voter in the district during the fourteen (14) days preceding the annual vote, and NOTICE IS ALSO GIVENthat voting will be held on Tuesday, May 19, 2026, between the hours of 1:00 PM and 8:00 PM in Room 112 of the Alexander Secondary School, Alexander, NY on the following propositions: PROPOSITION #1 - BASIC BUDGET- Shall the Budget, submitted by the Board of Education for the 2026-2027 school year, be approved and shall taxes be levied upon the taxable property of the school district to meet the requirements of this budget. PROPOSITION #2 - EQUIPMENT CAPITAL RESERVE FUND -Resolved, that the Board of Education of the Alexander Central School District is hereby authorized to expend $142,500 from the existing 2022 Equipment Capital Reserve Fund for the acquisition of Computer Hardware with an estimated cost of $16,500, Chromebooks with an estimated cost of $36,000, and (1) terrain mower with an estimated cost of $90,000 as permitted by law. PROPOSITION #3 - BUS PURCHASES - Resolved that the Board of Education of the Alexander Central School District is hereby authorized to acquire (2) 64-passenger diesel school buses and (2) small school vehicles, at an estimated maximum aggregate cost of $458,000, and such to be funded from the 2023 and 2024 Bus Reserves, as permitted by law. PROPOSITION #4 - ESTABLISH CAPITAL RESERVE FUND - Resolved that the Board of Education of the Alexander Central School District is hereby authorized to establish a Capital Reserve Fund pursuant to section 3651 of the Education Law (to be known as the “2026 Capital Reserve Fund”), with the purpose of such fund being to finance construction, reconstruction, improvement and equipping of school buildings and facilities; such capital costs being of a type that would be eligible for financing under the local finance law, and costs incidental thereto, the ultimate amount of such fund to be $995,000, plus earnings thereon, the probable term of such fund to be ten (10) years, but such fund shall continue in existence until liquidated in accordance with the Education Law or until the funds are exhausted, and the sources from which the funds shall be obtained for such Reserve, with a minimum deposit of $50,000 from current fund balance at year end. PROPOSITION #5 - SCHOOL BUS RESERVE FUND - Resolved that the Board of Education of the Alexander Central School District is hereby authorized to establish a School Bus Reserve Fund pursuant to section 3651 of the Education law (to be known as the “2026 School Bus Reserve Fund”), with the purpose of such fund being to finance the purchase of school buses, vehicles and equipment that would be eligible for financing under the local finance law, and costs incidental thereto, the ultimate amount of such fund to be $900,000, plus earning thereon, the probable term of such fund to be ten (10) years, but such fund shall continue in existence until liquidated in accordance with the Education Law or until the funds are exhausted, and the sources from which the funds shall be obtained for such Reserve with a minimum deposit of $50,000, and (ii) amounts from budgetary appropriations from time to time, and (iii) unappropriated fund balance made available by the Board of Education from time to time, and (iv) New York State Aid received and made available by the Board of Education from time to time, all as permitted by law. PROPOSITION #6 - DISSOLUTION OF LIABILITY CLAIMS RESERVE – Resolved, the Alexander Central School District established a Liability Claims Reserve Fund pursuant to Section 6-n of the General Municipal Law to cover incurred, but unsettled claims or suits; whereas, because there are no known pending unsettled claims or suits against the Alexander Central School District, its Liability Claims Reserve Fund is not presently necessary; whereas, the remaining balance in the Liability Claims Reserve Fund is currently $112,195.98; now, wherefore, it is resolved, that the Board of Education of the Alexander Central School District is hereby authorized to discontinue the Liability Claims Reserve Fund, and to transfer the remaining balance of such reserve, currently estimated to be $112,195.98, to the General Fund of the District to be used as unassigned fund balance for general school district purposes. NOTICE IS ALSO GIVENthat petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District no later than 5:00 PM on April 20, 2026. Petition forms may be obtained at the Superintendent’s Office in the Secondary School Building during regular office hours from 8:00 AM. to 4:00 PM. NOTICE IS ALSO GIVENthat the election of a Board Member will be conducted between the hours of 1:00 PM and 8:00 PM on Tuesday, May 19, 2026, in Room 112 of the Alexander Secondary School and will be voted concurrently with the vote on the propositions: The Five-Year Term of Board of Education member, Lindsay Bessey which expires June 30, 2026. Each petition must be directed to the District Clerk of the District, must be signed by at least twenty-five (25) qualified voters of the District, shall state the residence of each signer, and shall state the name and residence of the candidate. NOTICE IS FURTHER GIVEN that pursuant to Section 2018-f of the Education Law, applications for early mail or absentee ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and by May 12, 2026, if the early mail or absentee ballot is to be mailed to the voter. If the early mail or absentee ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No early mail voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 PM on May 19, 2026. A list of all persons to whom early mail or absentee ballots have been issued will be available in the Office of the District Clerk’s office during hours on and after May 14, 2026 until May 19, 2026, the day set for the election, except on Sunday, May 17, 2026 or Saturday, May 16, 2026, by prearranged appointment. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot. NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the district may apply for a military absentee ballot. Military absentee ballot applications are available by contacting the Office of the District Clerk of the School District. The request for a military absentee ballot application must be transmitted to the District Clerk of the School District no later than 24 days prior to the vote day, April 24, 2026. The military absentee voter may designate their preference for receiving the military absentee application, either by regular mail, fax or email. If no preference is indicated, the regular mail will be used. NOTICE IS FURTHER GIVEN that Section 495 of the Real Property Tax law requires the district to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on District Bulletin board(s) maintained for public notices, as well as on the district’s website.
