NOTICE OF PUBLIC HEARING AND VOTE ON THE 2026- 2027 ANNUAL BUDGET, SEPARATE PROPOSITIONS AND ELECTION OF MEMBERS OF THE BOARD OF EDUCATION OF THE LIVERPOOL CENTRAL SCHOOL DISTRICT, AND VOTE ON THE ANNUAL BUDGET AND THE ELECTION OF TRUSTEES FOR THE LIVERPOOL PUBLIC LIBRARY.

NOTICE IS HEREBY GIVEN that on Thursday, May 7, 2026, commencing at 5:30 p.m., the Board of Education (the "Board of Education") of the Liverpool Central School District (the "School District") will conduct a public hearing at the Board Meeting Room in the District Office located at 195 Blackberry Road in the Town of Clay, New York for the purpose of discussing the statement of the amount of money which will be required for school purposes for the 2026-2027 fiscal year, specifying the several purposes and the amount for each (the "Budget”).

NOTICE IS FURTHER GIVEN that detailed copies of the Budget, together with the appendages required by Section 1716 of the Education Law and the text of any proposition that will be presented to the voters may be obtained by any taxpayer of the School District at the Office of the District Clerk located at the District Office, 195 Blackberry Road, in the Town of Clay, New York, and at each schoolhouse in the School District, between the hours of 9:00 a.m. and 4:00 p.m. on any day during the fourteen (14) day period immediately preceding May 19, 2026 and on the day of the election (May 19, 2026) other than a Saturday, Sunday or holiday, at the Liverpool Public Library, and on the School District's internet website at: http://www.liverpool.k12.ny.us/.

NOTICE IS FURTHER GIVEN in accordance with Section 495 of the N.Y. Real Property Tax Law, that the School District shall prepare a Real Property Tax "Exemption Report" which shall show how much of the assessed value on the final assessment roll (utilized for the school tax levy) is exempt from taxation by the School District. This exemption report will list every type of exemption granted and will show: (1) the cumulative impact of each type of exemption; (2) the cumulative amount expected to be received as payments in lieu of taxes (PILOTS), or other payments, from recipients of each type of exemption; and (3) the cumulative impact of all exemptions granted. This Exemption Report will be posted on the School District's website and on School District bulletin boards utilized for posting public notices. The Exemption Report will be annexed to any preliminary School District budget, and shall become part of the final budget.

NOTICE IS FURTHER GIVEN that voting by voting machines will take place on Tuesday, May 19, 2026, at the polling place hereinafter specified, between the hours of 6:00 a.m. and 9:00 p.m., upon the matters hereinafter set forth:

To vote upon the adoption of the School District's 2026-2027 budget, which will appear as Proposition No. 1 on the School District voting machines.

To vote upon the adoption of the proposition to purchase student transportation vehicles set forth below, which will appear as Proposition No. 2 on the School District voting machines.

Shall the Board of Education (the "Board") of the Liverpool Central School District (the "School District") be authorized to purchase and finance student transportation vehicles, at a total combined maximum estimated cost not to exceed $2,717,264, and shall the Board be authorized to raise the specified sum for these purposes, or so much thereof as may be necessary, by levying a tax upon the taxable property of the School District, to be collected in annual installments in the years and in the amounts as the Board shall determine in accordance with Section 416 of the Education Law; and in anticipation of such tax, to issue up to $2,717,264 of obligations of the School District?

To vote upon the adoption of the 2026-2027 annual budget for the Liverpool Public Library, which will appear as Proposition No. 3 on the School District voting machines.

To elect one (1) member of the Library Board of Trustees to fill the following vacancy:

NOTICE IS FURTHER GIVEN that candidates for the office of member of the Board of Education shall be nominated by petition, and that a separate petition is required to nominate each candidate. Every petition must (i) be directed to the District Clerk; (ii) be signed by at least twenty-five (25) qualified voters of the School District, which is 2% of the number of voters who signed the register of voters in the previous annual election of the Board, with such number to be determined by the number of persons recorded on the register of voters at such election; (iii) state the residence of each signer and the name and residence of the candidate; and (iv) be filed c/o the District Clerk, Room 30, 195 Blackberry Road, in the Town of Clay, New York, between the hours of 9:00 a.m. and 4:00 p.m. local time, daily, and no later than 5:00 p.m. on Monday, April 20, 2026. Petition forms may be obtained from Room 30 at the District Office.

NOTICE IS FURTHER GIVEN that the School District has established personal registration of voters. Therefore, only registered voters, who are legally "qualified" to vote, may vote on May 19, 2026. To be a "qualified voter" a person must be a citizen of the United States, at least 18 years of age, and a legal resident of the School District for a period of 30 days immediately prior to May 19, 2026. Register to vote by Tuesday, May 12, 2026 with the School District at the place and time specified below, provided that the person is known or proven to the satisfaction of registration officials to be then or thereafter entitled to vote at the Annual District Meeting and Election for which the register is prepared; or

Previously have registered with the District and who shall have voted at any annual or special district meeting or election held or conducted during the four calendar years prior to the year in which such register is being prepared; or Be registered with the Onondaga County Board of Elections to vote in general elections, pursuant to the provisions of Article 5 of the Election Law.

NOTICE IS FURTHER GIVEN that applications for absentee ballots for the election may be obtained at the District Office, Room 30, 195 Blackberry Road, Liverpool, New York, or downloaded from the District's website, www.liverpool.k12.ny.us. A completed absentee ballot "application" must be received by the District Clerk at least seven (7) days before the May 19, 2026 vote (i.e. by May 12, 2026) if the absentee ballot is to be mailed to the voter, or the day before the May 19, 2026 vote (i.e. May 18, 2026) if the absentee ballot is to be delivered personally to the voter. No absentee voter's "ballot" will be canvassed unless it is received in said office by 5:00 p.m. on May 19, 2026, the day of the vote. In accordance with Section 2018- a(6) of the Education Law, a listing of all the persons to whom absentee ballots shall have been issued will be available for public inspection in Room 30 of the District Office during regular office hours until the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge. Such written challenge shall be transmitted by the District Clerk to the inspectors of election on the date of the vote.
