NOTICE OF ANNUAL SCHOOL DISTRICT MEETING, PUBLIC HEARING ON THE BUDGET AND BUDGET VOTE OF THE SUSQUEHANNA VALLEY CENTRAL SCHOOL DISTRICT (MAY 19, 2026) NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Susquehanna Valley CentralSchool District (the "School District"), Broome County, New York, will be held at the Board of Education Room in the Senior High School, 1040 Conklin Road, Conklin, New York, on May 5, 2026 at 5:00 p.m. prevailing time, for the purpose of presenting the proposed budget for the 2026?2027 school year. A copy of the statement of the amount of money which will be required for the next school year for school purposes shall be prepared and completed at least seven (7) days prior to the budget hearing and shall also be available to any resident of the District during the fourteen (14) days immediately preceding the annual meeting and election, between the hours of 9:00 a.m. and 4:00 p.m., except Saturdays, Sundays and holidays, at the District Office and on the District's website. NOTICE IS FURTHER GIVEN that the annual meeting and election of the qualified voters of the Susquehanna Valley Central School District will be held on May 19, 2026, between the hours of 12:00 noon and 8:00 p.m. prevailing time at the Susquehanna Valley Senior High School for the following purposes: The following matters will be considered at said meeting: To vote on the proposed annual School District Budget for the 2026-2027 school year commencing July 1, 2026 and ending June 30, 2027, as adopted by the Board of Education, to appropriate the necessary funds required to meet the expenditures and to authorize the levy of taxes therefore (exclusive of public monies).To elect two (2) members of the Board of Education each for a term of three (3) years commencing July 1, 2026 and ending June 30, 2029, to fill the seats currently held by MARY HASKELL AND JOSHUA LUCE which expire on June 30, 2026.PROPOSITION NO. 1 (Electric School Bus Proposition): Shall the Board of Education of the Susquehanna Valley Central School District be authorized to purchase and finance one (1) seventy-two (72) passenger electric school bus, including necessary furnishings, fixtures and equipment, charging infrastructure, and all other costs incidental thereto, and expend a total sum not to exceed $569,630, which is estimated to be the total maximum cost thereof, and pay for such vehicle by applying any available state or federal incentive or grant funding, if received, and, for the balance, by the levy of a tax upon the taxable property of said School District to be collected in annual installments as provided by Section 416 of the New York Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $569,630, shall be issued.PROPOSITION NO. 2 (Diesel School Bus Proposition): Shall the Board of Education of the Susquehanna Valley Central School District be authorized to purchase and finance four (4) school buses, consisting of one (1) seventy-two (72) passenger bus, two (2) thirty (30) passenger buses, and one (1) used sixty-six (66) passenger bus, or buses of similar size and capacity as determined by the Board of Education, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $650,750, which is estimated to be the total maximum cost thereof, and pay for such vehicles by the levy of a tax upon the taxable property of said School District to be collected in annual installments as provided by Section 416 of the New York Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $650,750, shall be issued.PROPOSITION NO. 3 (Capital Reserve Fund 2026): Shall the Board of Education of the Susquehanna Valley Central School District be authorized to establish a Capital Reserve Fund pursuant to Section 3651 of the Education Law (to be known as the "Capital Reserve Fund 2026") with the purpose of such fund being to finance District-wide capital improvements including site work, construction, reconstruction, renovation and equipping of all school buildings and facilities and costs incidental thereto. The ultimate amount of such fund is to be $10,000,000, plus earnings thereon, exclusive of and in addition to any funds transferred from the District's Capital Reserve Fund 2016 upon expiration of its probable term. The probable term of such fund is to be ten (10) years commencing July 1, 2026 and ending June 30, 2036, but such fund shall continue in existence until liquidated in accordance with the Education Law or until the funds are exhausted. The sources from which the funds shall be obtained for such Reserve are: (i) budgetary appropriations from time to time; (ii) unappropriated fund balance made available by the Board of Education from time to time; (iii) New York State Aid received and made available by the Board of Education from time to time; and (iv) the transfer of the unexpended balance remaining in the District's Capital Reserve Fund 2016 upon expiration of its probable term, as authorized by the voters. To vote on any other propositions which may legally be considered at said election. Electronic scanners, or in the absence of same, paper ballots will be used for recording the vote on the budget, election of members of the Board of Education, and any propositions being considered. NOTICE IS FURTHER GIVEN that petitions nominating candidates for office of member of the Board of Education must be filed with the District Clerk at the District Office, 1040 Conklin Road, Conklin, New York between the hours of 9:00 a.m. and 4:00 p.m., not later than April 20, 2026. Each petition must be directed to the Clerk of the district, be signed by at least twenty-five (25) qualified voters of the District or two percent (2%) of the number of voters who voted in the previous annual election, whichever is greater, and shall state the residence of each signer, the name and residence of the candidate, and shall describe the specific vacancy for which the candidate is nominated, including the length of term of office and the name of the last incumbent. The position of candidates on the ballot shall be determined by drawing by lot held on April 21, 2026, at 3:00 p.m. at the District Office. NOTICE IS FURTHER GIVEN that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one (1) form of proof of residency pursuant to Education Law §2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. NOTICE IS FURTHER GIVEN, that applications for Early Mail Ballots and Absentee Ballots may be obtained from the office of the District Clerk 1040 Conklin Road, P.O. Box 200, Conklin, New York 13748. The completed application for Early Mail Ballot or Absentee Ballot must be received by the District Clerk no earlier than thirty (30) days before and no later than seven (7) days before the vote on May 19, 2026, if the ballot will be mailed to the voter. If the ballot is to be delivered personally to the voter or the voter's designated agent set forth in the application, the completed application must be received by the District Clerk no later than Monday, May 18th, 2026 at 3:00 p.m. A list of all persons to whom Early Mail Ballots and a list of all persons to whom Absentee Ballots shall have been issued, as well as a list of Military Voter to whom Military Ballots shall have been issued, will be available for public inspection in the office of the District Clerk on each of the five (5) days prior to the date of the Annual Meeting and Election, during regular office hours. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on any such list, stating the reasons for the challenge. Early Mail Ballots and Absentee Ballots must be received in the office of the District Clerk no later than 5:00 p.m. on May 19, 2026. NOTICE IS FURTHER GIVEN that Military Voters may apply for a Military Ballot by requesting and returning a military ballot application, by mail or in person to the office of the District Clerk no later than 5:00 p.m. no later than seven (7) days preceding the vote on May 19, 2026 and may indicate their preference for receiving the registration application by mail, by facsimile or email.
