GENESEE COUNTY NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND REGISTRATION OF VOTERS NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION PEMBROKE CENTRAL SCHOOL DISTRICT TOWNS OF PEMBROKE, DARIEN, BATAVIA AND ALEXANDER, COUNTY OF GENESEE, NEW YORK NOTICE IS HEREBY GIVEN , that a public hearing of the qualified voters of the Pembroke Central School District, Genesee County, Corfu, New York, will be held in the Junior-Senior High School building in said District on Tuesday, May 12, 2026 at 6:00 p.m. prevailing time, for the presentation of the budget. The budget will be available for review on May 5, 2026 in the District Office at the Pembroke Junior-Senior High School. NOTICE IS HEREBY GIVEN , that the annual meeting of the qualified voters of the Pembroke Central School District, Towns of Pembroke, Darien, Batavia, Alexander, et al, Genesee County, Corfu, New York, will be held at the Pembroke Junior-Senior High School in said District on Tuesday, May 19, 2026 between the hours of 12:00 PM and 8:00 PM , prevailing time, in the Pembroke Junior-Senior High Gymnasium, at which time the polls will be opened to vote by electronic ballot upon the following items: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District, 1. To authorize the purchase of school buses, including incidental equipment and expenses in connection therewith, at a maximum estimated cost of $578,996 and said amount or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued. 3. To authorize a new capital improvements reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Capital Improvements Reserve Fund, 2026” of the District; that the Fund shall be established for the purpose of financing, in whole or in part, the acquisition, construction, reconstruction, expansion, renovation, alteration and improvement of buildings, facilities, sites and real property by the District, or the District’s share of the cost of any capital improvements project undertaken by a Board of Cooperative Educational Services (“BOCES”) of which the District is (or may become) a component district, including, in all cases, the acquisition of necessary furnishings, equipment, machinery and apparatus; that the ultimate amount of the Fund shall be not greater than $10,000,000 (plus interest earned thereon); that the probable term of the Fund shall be not longer than ten (10) years; and that the permissible sources from which the Board is authorized to appropriate monies to the Fund from time to time shall be (A) amounts applied thereto from budgetary appropriations of the District; (B) unappropriated fund balance of the District as directed by the Board; (C) State aid received as reimbursement for expenditures by the District in connection with District capital improvements (whether or not such expenditures were financed in whole or in part from the Fund); (D) the proceeds from the sale of unneeded real or personal property owned by the District, if permitted by law and if so directed by the Board; (E) one or more other reserve funds of the District; and/or (F) such other sources as the Board or the voters of the District may direct from time to time, all as may be permitted by law. 4. To approve the sum of $102,830.00 be raised by the annual levy of a tax upon the taxable real property within the Pembroke Central School District for the purpose of funding the operating budget of the Corfu Public Library. 1. To elect one member of the Board for a five-year term, commencing July 1, 2026 and expiring June 30, 2031, to succeed Amber Winters, whose term expires on June 30, 2026, AND FURTHER NOTICE IS HEREBY GIVEN that an election shall also be held to elect three (3) members of the Board of Trustees of the Corfu Public Library to succeed Stephanie Caleb, Katie Schoff and Michael Plitt for terms of up to three years, commencing on July 1, 2026 and expiring on June 30, 2029. AND FURTHER NOTICE IS HEREBY GIVEN that petitions for nominating candidates for the Office of Member of the Board of Trustees of the Corfu Public Library shall be filed in the Office of the Clerk of the School District, between the hours of 8:00 a.m. and 5:00 p.m., on Monday, April 20, 2026. Candidates run at large. Nominating petitions must be directed to the Clerk of the District, and must be signed by at least twenty-five (25) qualified voters of the District, must state the name and residence of each signer, and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District during business hours beginning Tuesday, May 5, 2026, in the office of each school building and/or the District office of the Pembroke Central School District. AND FURTHER NOTICE IS HEREBY GIVEN that petitions for nominating candidates for the Office of Member of the Board of Education shall be filed with the Clerk of said School District at her office in the Pembroke Junior-Senior High School, not later than Monday, April 20, 2026 between 8:00 AM and 5:00 PM. Each petition shall be directed to the Clerk of the District and shall be signed by at least twenty-five (25) qualified voters of the District, must state the name and residence of the candidate and shall describe the specific vacancy for which the candidate is nominated. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots will be obtainable between the hours of 8:00 AM and 4:00 PM Monday through Friday, except holidays from the District Clerk. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally by the voter. Absentee ballots must be received by the District Clerk not later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026. A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters in the District in the office of the District Clerk between the hours of 8:00 AM and 4:00 PM on weekdays prior to the day set for the annual election and on May 19, 2026, the day set for the election. Prior to the day of the election, any qualified voter may file an objection with the District Clerk as to the voter qualification of any person on the list, stating the reason for the challenge. On the day of the vote, any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls. NOTICE IS FURTHER GIVEN that pursuant to Section 2018-f of the Education Law, applications for early mail ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and by May 12, 2026 , if the early mail ballot is to be mailed to the voter. If the early mail ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 19, 2026. No early mail voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 p.m. on May 19, 2026 . A list of all persons to whom early ballots have been issued will be available in the Office of the District Clerk’s office during office hours on and after May 12, 2026 until May 19, 2026 . A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot. AND FURTHER NOTICE IS HEREBY GIVEN that a n individual will qualify as a military voter if he or she (1) is a qualified voter of the State of New York, who is in actual military service, and is absent from the District on the day of registration or election or is discharged from service within 30 days of an election; or (2) a spouse, parent, child, or dependent of such service member who is a qualified voter and is absent due to the service of the military member.
