ST. LAWRENCE COUNTY LEGAL NOTICE NOTICE OF ANNUAL MEETING, BUDGET VOTE, AND ELECTION HERMON-DEKALB CENTRAL SCHOOL DISTRICT COUNTY OF ST. LAWRENCE, NEW YORK NOTICE IS GIVEN, that a public hearing of the qualified voters of the Hermon-DeKalb Central School District, St. Lawrence County, DeKalb Junction, NY (the “District”), will be held Tuesday, May 5, 2026, at 6:00 PM, for the presentation of the budget in the School Library. NOTICE IS GIVEN, that the annual meeting of the qualified voters of the District will be held on Tuesday, May 19, 2026, from 1:00 to 8:00 PM, at Hermon-DeKalb Central School, at which time qualified voters may vote upon the following items: 1. To adopt the annual budget of the District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. To adopt a proposition to authorize the purchase of two passenger school buses at an estimated maximum cost of $405,000 and that such cost shall be raised by the levy of a tax to be collected in annual installments, and in anticipation of such tax, debt obligations of the school district as may be necessary, not to exceed such estimated maximum aggregate cost shall be issued. 3. To elect one (1) member of the Board, to a five (5) year term, to fill the seat currently held by Anne Williams. 4. Resolved, that pursuant to Education Law, Section 259, the Board of Education of the Hermon-DeKalb Central School District is authorized to levy and collect an annual tax, year after year, separate and apart from the annual school district budget, an increase of $20,000 (in addition to the current appropriation of $40,00 for a new total of $60,000), which shall be paid to the Hepburn Library of Hermon for the support and maintenance of the library; with this appropriated amount to be the annual appropriation until thereafter modified by a future vote of the electors of the Hermon-DeKalb Central School District. NOTICE IS GIVEN, that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District during business hours beginning Wednesday, April 28, 2026, on each day other than a Saturday, Sunday, or holiday, at the Hermon-DeKalb Central School. NOTICE IS GIVEN, that petitions nominating candidates for the office of members of the Board of Education shall be filed in the District Clerk’s Office between 9:00 AM and 5:00 PM no later than Monday, April 20, 2026. Each petition shall be directed to the Clerk of the District and shall be signed by at least 25 voters of the District, must state the name and residence of the candidate. NOTICE IS GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (315) 347-3442 or danson@hdcsk12.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 PM on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or email. NOTICE IS GIVEN that qualified voters may obtain applications for absentee ballots and early mail vote ballots from the District Clerk’s office. Completed applications for absentee ballots and early mail vote ballots must be received by the District Clerk no later than 5:00 PM on May 12, 2026 if the ballot is to be mailed to the voter, and by 5:00 PM on May 18, 2026 if the voter will personally appear at the District Clerk’s Office to receive an absentee ballot or an early mail vote ballot. A listing of all persons to whom a military, absentee ballot or early mail vote ballot is issued will be available for inspection by any qualified voter during regular business hours in the District Clerk’s Office each of the five days prior to the election, except Sundays, and will also be posted at the polling place at the Election. NOTICE IS GIVEN, that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident with the School District for a period of thirty (30) days preceding the annual vote and election and (4) not otherwise prohibited from voting under the provisions of section 5-106 of the Election Law. NOTICE IS GIVEN, that pursuant to a rule adopted by the Board of Education any voter-submitted propositions must be filed with the Hermon-DeKalb Central School Board of Education on or before April 20, 2026 at 3:30 PM, must be typed or printed in English, must be directed to the Clerk of the School District and signed by at least 25 qualified voters of the District.
