Resolved, upon the recommendation of the Superintendent of Schools, that the following legal notice be adopted by the Board of Education as follows for the UNION-ENDICOTT CENTRAL SCHOOL DISTRICT LEGAL NOTICE OF PUBLIC HEARING AND ANNUAL VOTE OF THE QUALIFIED VOTERS OF THE UNION-ENDICOTT CENTRAL SCHOOL DISTRICT Resolved upon the recommendation of the Superintendent of Schools, that there be submitted in a form as set forth below, together with such petitions as may be submitted by voters of the school district, the Union-Endicott Central School District Legal Notice to include the Notice of Public Hearing and Annual Vote of the Qualified Voters of the Union-Endicott School District: The undersigned, Board of Education of Union-Endicott Central School District, hereby gives notice that a public hearing for the presentation of the budget shall be held on Monday, May 11, 2026, which meeting shall be held at 6:00 o’clock p.m. Daylight Savings Time, at the District Office, in the Boardroom, 1100 East Main Street, Endicott, New York, and that the Annual Vote of the qualified voters of the School District shall be held on Tuesday, May 19, 2026, between the hours of 11:00 a.m. through 8:00 o’clock p.m. Daylight Savings Time, by means of optical scanners, at the District Office, as hereinafter set forth, upon the proposition for the adoption of the annual budget, and other propositions as hereinafter set forth, and upon such propositions as may be submitted by voters of the School District, and the election of candidates to fill the vacancies on the Board of Education. NOTICE IS HEREBY GIVEN that at said annual voting aforementioned, the qualified voters of the district may vote upon the following propositions which shall appear on the ballot of the voting machine of said annual vote in the following form: PROPOSITION NO. 1 (BUDGET) SHALL THE DISTRICT APPROPRIATE THE NECESSARY FUNDS TO MEET THE ESTIMATED EXPENDITURES FOR THE DISTRICT WHICH WILL BE REQUIRED FOR THE ENSUING YEAR FOR SCHOOL PURPOSES, EXCLUSIVE OF PUBLIC MONEYS, AND AUTHORIZE THE LEVY OF TAXES THEREFORE? PROPOSITION NO. 2 (SCHOOL BUSES - FUELED) SHALL THE FOLLOWING RESOLUTION BE ADOPTED TO WIT: RESOLVED THAT THE BOARD OF EDUCATION OF THE UNION-ENDICOTT CENTRAL SCHOOL DISTRICT BE AUTHORIZED TO ISSUE DISTRICT OBLIGATIONS IN AN AMOUNT NOT TO EXCEED $1,130,000.00 FOR THE PURCHASE OF SIX (6) SCHOOL BUSES, AUTHORIZING THE LEVY OF A TAX TO BE COLLECTED IN ANNUAL INSTALLMENTS, TO MAKE FUTURE DEBT PAYMENTS? In such case, the full text of said proposition will be posted at the voting location and will be available in the Office of the School District Clerk where it may be examined during normal office hours. Any proposition that is required to be included for vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, stating the residence of each signer, which proposition shall be filed with the Board of Education not later than 30 days before the date of the election as set forth in this notice unless a greater number of days is required by statute. Any proposition shall be rejected by the Board of Education if the purpose of the proposition is not within the powers of the voters or where the expenditure of moneys is required for the proposition, and such proposition fails to include the necessary specific appropriation. NOTICE IS ALSO GIVEN that a copy of the budget, which is a statement of the estimated expenses for the ensuing school year for school purposes, exclusive of public moneys, specifying the several purposes and the amount of each, shall be made available and may be obtained by any taxpayer in the District as of May 5, 2026, and during the subsequent days immediately preceding the day for the Annual District Vote, at each school building in the District in which school is maintained, between the hours of 9:00 a.m. and 4:00 p.m. each day except Saturday, Sunday or a holiday. NOTICE IS ALSO GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required for said regular Annual District Vote, and no person shall be entitled to vote thereat whose names does not appear upon the register of the School District. Persons may register to vote at the District Office, 1100 E. Main Street, Endicott, on days that the School District is open between the hours of 9:00 a.m. and 4:00 p.m. Persons otherwise qualified to vote, or who are registered to vote with the Broome or Tioga County Boards of Election need not personally register for this annual vote. Any person 18 years of age or over through permanent registration is entitled to register and vote. The register of the School District so prepared will be filed in the Office of the School District Clerk, located at 1100 East Main Street, Endicott, New York, where the same will be open for inspection by any qualified voter of the District, between the hours of 9:00 a.m. and 4:00 p.m. as soon as completed. Registration through the District and Broome and Tioga Counties must be completed by May 5, 2026, for said Annual District Vote. NOTICE IS ALSO GIVEN that applications for absentee ballots may be applied for at the Office of the School District Clerk. Any such application must be received by the District Clerk at least seven days before the date of the aforesaid Annual District Vote if the ballot is to be mailed to the voter, or the day before such Annual District Vote if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee voter’s ballots shall have been issued shall be available for public inspection in the Office of the School District Clerk not less than five days prior to the date of the Annual District Vote (excluding Saturdays and Sundays) during regular office hours until the date of the aforesaid Annual District Vote. In addition, such list shall also be posted conspicuously at the places of voting during the hours of such Annual District Vote. Any qualified voter may upon examination of such list, file a written challenge of qualifications of a voter of any person whose name appears on such list, stating the reasons for the challenge. Such written challenge shall be transmitted by the Clerk or designee to the Inspectors of Election on Election Day. NOTICE IS ALSO GIVEN that unregistered military voters may register with the district by requesting a voter registration application by emailing sreif@uek12.org or calling 607-757-2111. Such military voter registration application must be returned to the office of the District Clerk no later than 5:00 p.m. on April 21, 2026, and such military voter may indicate his/her preference for receiving said military ballot application or military ballot by mail, facsimile transmission, or email. Applications for military voters who are qualified voters of the Union-Endicott Central School District are available upon request by contacting the District Clerk at sreif@uek12.org or calling 607-757-2111. Such military ballot application must be returned to the office of the District Clerk no later than 5:00 p.m. on April 21, 2026, and such military voter may indicate his/her preference for receiving said military ballot application or military ballot by mail, facsimile transmission, or email. All military ballots must be received in the office of the District Clerk not later than 5:00 p.m. on the date of the vote. NOTICE IS HEREBY GIVEN that an early mail voting application may be requested from the District Clerk by emailing sreif@uek12.org, calling 607-757-2111, or by going to the District website at uek12.org (Board of Education page). The application must be received by the District Clerk no earlier than the 30th day before the election nor later than seven days before the election if the application requests that the ballot be mailed or the day before the election if ballot is delivered in person to the District Clerk. All early mail voting ballots must be received in the office of the District Clerk not later than 5:00 p.m. on the date of the vote. NOTICE IS HEREBY FURTHER GIVEN that petitions for nominating candidates shall be filed not later than the 30th day preceding the day of voting, which is April 21, 2026 at 5:00 p.m. Pursuant to Section 2018 of the New York State Education law, nominating petitions must be signed by twenty-two (22); which is two percent (2%) of the voters who had voted in the May 21 , 2025 annual vote.
