NOTICE OF ANNUAL MEETING GILBERTSVILLE-MOUNT UPTON CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that the Annual Budget Hearing for the inhabitants of the Gilbertsville-Mount Upton Central School District, qualified to vote at school meetings in said district, will be held at the Gilbertsville-Mount Upton Central School located at 693 NY-51, Gilbertsville, NY 13776 on Tuesday, May 12, 2026 at 6:00 PM, for the transaction of such business as is authorized by Education Law. NOTICE IS ALSO GIVEN that the Annual Meeting/Election to vote upon the appropriation of the necessary funds to meet the estimated expenditures, or any propositions involving the expenditure of money, or authorizing a levy of taxes, or any proposition duly presented in accordance with election law, as well as the election of members of the Board of Education, shall be held on Tuesday, May 19, 2026, between the hours of 12:00 Noon and 8:00 PM at 693 NY-51, Gilbertsville, NY 13776. NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes may be obtained by any resident of the District at the District Office during the fourteen days immediately preceding the vote, except Saturday, Sunday or a holiday, between the hours of 10:00 AM and 4:00 PM. NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of members of the Board of Education must be filed with the District Clerk at the District Office between the hours of 9:00 AM and 5:00 PM, not later than April 20, 2026. The following vacancies are to be filled: Two (2) three-year terms commencing on July 1, 2026, and expiring on June 30, 2029. A three year term ending June 30, 2029 presently held by Jed Barnes. A three year term ending June 30, 2029 presently held by Christopher Ostrander. Candidates do not run for a specific seat but rather all vacant seats are “at large”, meaning that each nominee is eligible for every vacancy, rather than only for a specific seat. Each petition must be addressed to the District Clerk, be signed by at least 25 qualified voters of the District and shall state the name and physical residence (911 address) of the candidate and physical residence (911 address) of the signer. NOTICE IS ALSO GIVEN that any proposition that is required to be included for a vote shall be submitted in writing by means of a petition signed by at least 25 qualified voters, which petition shall be filed with the Board of Education no later than 30 days before the date of the election set forth in this notice, unless a greater number of days is required by statute. NOTICE IS ALSO GIVEN that at the annual meeting and election, the following proposition shall be presented to qualified voters, after such propositions have been finalized by the Board of Education: Proposition No. 1: To adopt the annual budget of the District for the fiscal year 2026-2027 as presented by the Board of Education of the District, and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. NOTICE IS ALSO GIVEN that all persons offering to vote may be asked to provide proof of residency. Such proof should include a photo identification card and an additional document giving a physical address if it is not on the photo identification card. A driver's license, a non-driver identification card, a utility bill, or a voter registration card or combination of these with a photo and physical address will be accepted. Persons who do not provide a proof of residency will be asked to sign a Declaration of Eligibility before voting. PLEASE TAKE FURTHER NOTICE that an application for Absentee Ballot may be obtained at the District Office at the school, 693 State Highway 51, Gilbertsville, New York 13776-1104. Such applications must be received by the District Clerk at least seven days before the vote set in this notice if the ballot is to be mailed to the absentee voter, or the day before the vote if the ballot is to be delivered personally to the absentee voter. Completed absentee ballots must be returned to the district office by 5:00 PM on the day of the election. A list of all persons to whom absentee ballots have been issued shall be available for public inspection during regular office hours of 9:00 AM to 4:00 PM, during each of the five days prior to the election, except Sundays. Any qualified voter may, upon examination of such list, file a written challenge of qualifications as a voter of any person, whose name appears on such list, stating the reason for the challenge. Such list shall be posted in a conspicuous place during the election, and any qualified voter may challenge the acceptance of the absentee voter's ballot of a person on such list, by making this challenge and the reason for such challenge known to the inspectors of election before the close of the polls. PLEASE TAKE FURTHR NOTICE that applications for early mail and absentee ballots may be obtained at the office of the School District Clerk, 693 State Highway 51, Gilbertsville, New York 13776-1104. Any such application must be received by the District Clerk at least seven days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting if the ballot is to be delivered personally to the voter. Absentee and early mail ballots must be received by 5:00 P.M. on the day of election in the office of the School District Clerk. A list of all persons to whom early mail and absentee ballots shall have been issued shall be available for public inspection in the office of the School District Clerk during regular office hours of 9:00 AM to 4:00 PM, not less than five days prior to the date of the Special District Meeting (excluding Saturdays and Sundays). In addition, such list shall also be posted in a conspicuously place during the election, and any qualified voter may challenge the acceptance of the absentee voter's ballot of a person on such list, by making this challenge and the reason for such challenge known to the inspectors of the election before the close of the polls. PLEASE TAKE FURTHER NOTICE that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (607) 783-2207, ext. 140 or ddean@gmucsd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail.
