ST. LAWRENCE COUNTY LEGAL NOTICE NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION EDWARDS-KNOX CENTRAL SCHOOL DISTRICT TOWN OF HERMON, COUNTY OF ST. LAWRENCE, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Edwards-Knox Central School District, St. Lawrence County, Hermon, New York, will be held in the Edwards-Knox Central School building Auditorium in said District on Tuesday, May 12, 2026, at 6:00 P.M., daylight-saving time, for the presentation of the budget. NOTICE IS HEREBY GIVEN, that the annual meeting of the qualified voters of the Edwards-Knox Central School District, Town of Hermon, St. Lawrence County, New York, will be held on Tuesday, May 19, 2026, between the hours of 12:00 Noon and 8:00 P.M., daylight-saving time, in the Edwards-Knox Central School Gymnasium, at which time the polls will be opened to vote by voting by machine or paper ballot upon the following items: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. To elect three (3) members of the Board of Education for three (3) five-year terms commencing July 1, 2026 and expiring on June 30, 2031, to fill the expired terms of Penny Allen, Craig Kirkpatrick and Dustin Lottie. FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2026-2027, exclusive of public monies, as well as a tax exemption report, may be obtained by any resident of the District during business hours beginning Tuesday, May 5, 2026, at the Edwards-Knox Central School District Office. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at her office in the Edwards-Knox Central School, not later than Monday, April 20, 2026, at 5:00 p.m. Each petition shall be directed to the Clerk of the District and shall be signed by at least 25 voters of the District and must state the name and residence of the candidate that is nominated. AND FURTHER NOTICE IS HEREBY GIVEN that a proposition to purchase three (3) buses as detailed in Proposition 1 will be put out to the voters. TRANSPORTATION PROPOSITION Shall the Board of Education of the Edwards-Knox Central School District be authorized to purchase and finance three (3) diesel student transportation vehicles, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $570,000, which is estimated to be the total maximum cost thereof, and pay for such vehicles by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District in the principal amount not to exceed $570,000, shall be issued? NOTICE IS FURTHER GIVEN that qualified voters of the District may obtain applications for an absentee ballot or an early voting ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 4:00 P.M. on May 18, 2026 and must be received no later than 4:00 P.M. on May 12, 2026 if the absentee ballot or an early voting ballot is to be mailed to the voter. Completed applications received after 4:00 P.M. on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot or an early voting ballot. A listing of all persons to whom an absentee ballot or an early voting ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 A.M. and 4:00 P.M. during each of the 5 business days prior to the election. NOTICE IS FURTHER GIVEN that military ballots may be applied for by qualified voters by requesting an application from the District Clerk at 315-562-8130 or bgraham@ekcsk12.org. Completed applications for military ballots must be received by the Clerk no later than 5:00 P.M. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. NOTICE IS GIVEN that voting upon the foregoing Propositions will be by voting machine or paper ballot and will take place on May 19, 2026 at the gymnasium of the District’s K-12 school building Hermon, New York between the hours of 12:00 Noon and 8:00 P.M. prevailing time. FURTHER NOTICE IS HEREBY GIVEN, that qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law §2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education, in accordance with §2035 and §2008 of the Education Law, any referenda or propositions to amend the budget, otherwise to be submitted for voting at said election, must be filed with the Clerk of the Board of Education at the Edwards-Knox Central School on or before April 20, 2026 at 5:00 p.m., daylight-saving time, must be typed or printed in English, must be directed to the Clerk of the School District and signed by at least 25 qualified voters of the District (representing 5% of the number of voters who voted in the previous annual election); and must state name and residence of each signer. However, the School board will not entertain any petition to place before the voters any proposition for the purpose of which is not within the powers of the voters to determine, or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition.
