NOTICE OF PUBLIC HEARING ON BUDGET/ANNUAL MEETING/BOARD OF EDUCATION ELECTION/BUD-

NOTICE IS HEREBY GIVEN that the Board of Education of the City School District of the City of Kings- ton, Ulster County, New York, will hold a Public Hearing on the Budget at the Meagher Administra- tion Building, 21 Wynkoop Place, Kingston, New York on Wednesday, May 6, 2026 at 7:00 P.M., for the purpose of presenting the budget for the 2026-2027 School Year to the public.

NOTICE IS HEREBY FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the ensuing year (the Budget), as prepared by the Board of Education, may be obtained by any resident of the District during the fourteen (14) days immediately preceding the Annual Meeting, commencing Tuesday, May 5, 2026, except Saturday, Sunday or holidays, during regular school hours, 8:00 A.M. to 4:00 P.M., at each of the District's schoolhouses and at the Administrative Offices. The Budget and attachments will also be available at every free association and public library in the District and on the District website. The real prop- erty tax exemption report will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) main- tained for public notices, as well as on the District's website.

NOTICE IS HEREBY FURTHER GIVEN that the Annual Meeting, including Election of Members of the Board of Education and vote on the Budget will be held on Tuesday, May 19, 2026, between the hours of 7:00 A.M. and 8:00 P.M., prevailing time, when the polls will be open for the purpose of voting-by- voting machine:

A. To elect four (4) members to the Board of Education, as follows:

Three (3) members for 3-year terms, from July 1, 2026 to June 30, 2029, and one (1) member for a 1-year term, from July 1, 2026 to June 30, 2027.

B. To vote on the following proposition:

Proposition 1–2026-2027 BudgetShall the Board of Education of the Kingston City School District, Ul- ster County, New York, be authorized to expend the sums of money which will be required for school district purposes for the 2026-2027 School Year (the Budget).

C. To vote upon any other proposition legally proposed.

NOTICE IS FURTHER GIVEN that for the purposes of voting, the School District has been divided into seven election districts and an accurate description of the boundaries of these school election districts is on file and may be inspected at the District Clerk's office on weekdays when school is in session, during regular work hours, 8:00 A.M. to 4:00 P.M., at the Meagher Building, 21 Wynkoop Place, Kingston, New York.

NOTICE IS HEREBY FURTHER GIVEN that petitions for nominating candidates for the office of mem- ber of the Board of Education must be filed with the District Clerk no later than 5:00 P.M. on Wednes- day, April 29, 2026. Such petitions must be signed by at least one hundred (100) qualified voters of the District, shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the District Clerk's office on weekdays when school is in session, during regular business hours, 8:00 A.M. to 4:00 P.M.

NOTICE OF REGISTRATION

NOTICE IS HEREBY FURTHER GIVEN that the Board of Education of the City School District of the City of Kingston, Ulster County, New York requires personal registration of voters pursuant to Section 2606, Education Law. Any qualified voter may register to vote for the Annual School District Election and Vote to be held on Tuesday, May 19, 2026 during regular business hours, from 9:00 AM to 3:00 PM on school days from September through June, and from 9:00 AM to 2:00 PM on regular days of business during July and August at the District Clerk's Office, 21 Wynkoop Place, Kingston, NY if he or she is known or proven to the satisfaction of the District Clerk to be then or thereafter entitled to vote. The Board of Education has fixed Wednesday, April 29, 2026, between the hours of 12 Noon and 5:00 P.M., prevailing time, as the Registration Day for the Annual School District Election and Vote to be held on Tuesday, May 19, 2026, at the District Clerk's Office, 21 Wynkoop Place, Kingston, NY. Persons whose registration to vote in other than school elections is current, pursuant to Article 5, Section 352 of the Election Law, shall be qualified to vote without further registering with the School District, as well as all persons who shall have previously registered for any annual or special district meeting or election and who shall have voted at any annual or special district meeting or election held or conducted at any time during the 2022, 2023, 2024, or 2025 calendar years.

NOTICE IS HEREBY FURTHER GIVEN that the register of voters so prepared, including the name of military voters who have submitted valid military voter registrations, shall be filed in the District Clerk's office and shall be open for inspection by any qualified voter of the District on weekdays between the hours of 8:00 AM and 4:00 PM, prevailing time, during the two weeks prior to the Annual School District Election and Vote. Said register will be open for inspection by any qualified voter of the District in each of the polling places during the Annual School District Election and Vote.

NOTICE IS HEREBY FURTHER GIVEN that absentee ballots and early mail ballots for the Annual School District Election and Vote may be obtained at the District Clerk's office. The completed ap- plication for absentee or early mail ballot must be received by the District Clerk no more than thirty (30) days and at least seven (7) days prior to the vote if the ballot is to be mailed to the voter or the day before the vote, if the ballot will be picked up by the voter or the voter's authorized agent set forth in the application at the District Clerk's Office. A list of all persons to whom absentee ballots shall have been issued, a list of all persons to whom early mail ballots shall have been issued, as well as a list of all military voters to whom military ballots shall have been issued, will be available in the District Clerk's office on weekdays, during regular office hours, from 8:00 A.M. to 4:00 P.M., pre- vailing time, until the day of the Annual School District Election and Vote. Any qualified voter may file a written challenge of the qualifications as a voter of any person whose name appears on such lists stating the reasons for the challenge.

NOTICE IS HEREBY FURTHER GIVEN that Military Voters who are not currently registered to vote may apply to register as a qualified voter of the District by contacting the District Clerk at 21 Wynkoop Place, Kingston, NY 12401, Telephone (845) 943-3003 or email: kseery@kingstoncityschools.org by April 28, 2026, to receive an application to register as a qualified voter of the District for the Annual Meeting on May 19, 2026. The Military Voter may indicate their preference for receiving the registra- tion application by mail, by facsimile or email. The application to register must be received by the District Clerk no later than 5:00 P.M. on April 29, 2026.
