OSWEGO COUNTY LEGAL NOTICE PUBLIC NOTICE At a regular meeting of the Town Board for the Town of Mexico held the 13th day of April at the Mexico Town Hall, 64 S. Jefferson Street, Mexico, New York 13114, the following Resolution for Public Hearing was adopted. RESOLUTION/ORDER FOR PUBLIC HEARING TO INCREASE THE MAXIMUM AMOUNT TO BE EXPENDED FOR THE CONSTRUCTION OF THE TOWN OF MEXICO WATER SERVICE AREA NO. 6 PURSUANT TO ARTICLE 12-A, SECTION 209-d OF THE TOWN LAW OF THE STATE OF NEW YORK WHEREAS, at a regular meeting of the Town Board for the Town of Mexico held the 11th day of January, 2021, the Mexico Town Board duly adopted a Resolution authorizing C2AE, Consulting Engineers of 70 Main Street, Canton, New York 13617, to prepare a Map, Plan and Report for the possible establishment of the Water Service Area No. 6 within the Town of Mexico, said map, plan and report to include the installation of water lines and other necessary improvements to establish a water distribution system; and WHEREAS, by said Resolution, the Town Board believed it in the best interest of the citizens of the Town to expand the water system, said proposed water system expansion which includes portions of US Route 11, NYS Route 69, Potter Road, George Road, Kenyon Road, Tudo Road, Larobardiere Road, Tubbs Road, Rice Road and Parish Woods Road in the Town of Mexico; and WHEREAS, said Map, Plan and Report was filed with the Town Clerk for the Town of Mexico on the 11th day of January, 2021, entitled Town of Mexico Final Map, Plan, and Report Town of Mexico, Oswego County, NY, for Water Distribution Improvements Water Service Area #6 dated January 2021; and WHEREAS, the Board has reviewed the Map, Plan, and Report, and held a Public Hearing on February 10, 2021, at 7:00 p.m. and continued on March 8, 2021, at 5:30 p.m. and 7:00 p.m., regarding the possible formation of a water distribution system expansion to be known as the Town of Mexico Water Service Area No. 6 pursuant to Article 12-A Section 209-d of the Town Law of the State of New York; and WHEREAS, the improvements proposed are a new water distribution expansion system which will connect to the Town’s existing water systems to include meter pits, remote read meters and service lines to the curb box. Fire hydrants will also be installed as part of the project; and WHEREAS, bids have been received and opened for the construction of the water district and C2AE Consulting Engineers, have advised the Town that the price of steel has resulted in additional expense to be incurred in the construction of the said water district; and WHEREAS, the maximum amount proposed to be expended for such improvements has increased to NINE MILLION FIVE HUNDRED THOUSAND DOLLARS ($9,500,000.00), and the additional cost will be addressed with grant funding and not an increase of loan/debt funding; and WHEREAS, the proposed methods to be employed for financing such system are Federal funding options. In addition to the original USDA-RD grant of ONE MILLION TWO HUNDRED FIFTY THOUSAND DOLLARS ($1,250,000.00), and a loan of FOUR MILLION TWO HUNDRED FIFTEEN THOUSAND DOLLARS ($4,215,000.00), the Town has successfully applied for and received the following supplemental grant awards: (1) USDA-RD Grant: ONE MILLION TWO HUNDRED FIFTY THOUSAND DOLLARS ($1,250,000.00); (2) WIIA Grant: TWO MILLION FIVE HUNDRED TWENTY-NINE THOUSAND DOLLARS ($2,529,000.00); and WHEREAS, The estimated annual cost to the typical property/typical home or equivalent dwelling unit (“EDU”) would be $903.00, said amount includes the typical annual water use costs estimated at 170 gallons per day; and said annual cost would be assessed solely against properties in the proposed water service area on a benefit basis according to the established “EDU” criteria; and WHEREAS, a Map, Plan and Report describing such improvements are on file in the Office of the Town Clerk of the Town of Mexico for public inspection. NOW, on motion made by Had Fravor, and seconded by Eric Behling, it is hereby ORDERED, the Town Board of the Town of Mexico shall hold a Public Hearing pursuant to Section 209-h of the Town Law of the State of New York to consider the increase of the maximum amount to be expended for the formation of the Water Service Area No. 6 with the improvements specified above, said hearing to be held the 11th day of May, 2026, at 7:00 p.m. at the Mexico Town Hall, 64 S Jefferson Street, Mexico, New York, at which time and place all persons interested in the subject thereof may be heard concerning same; and ORDERED, that the Town Clerk of the Town of Mexico is hereby authorized and directed to publish a copy of this Resolution/Order in the Palladium Times, the official newspaper for the Town of Mexico, and post a copy of same on the sign board of the Town of Mexico in the time and manner required by law.
