LIVINGSTON COUNTY PUBLIC NOTICE NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION MOUNT MORRIS CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Mount Morris Central School District, Livingston County, New York (the “District”), will be held in the District’s auditorium located at 30 Bonadonna Avenue, Mount Morris, New York on Wednesday, May 6, 2026 at 6:00 p.m. for the presentation of the District’s proposed 2026-2027 budget. AND FURTHER NOTICE IS HEREBY GIVEN that the proposed budget for the 2026-2027 fiscal year, exclusive of public monies, and the tax exemption report will be available for review by any resident of the District during regular business hours for fourteen (14) days preceding the date of the annual meeting and election except for Saturday, Sunday, or holidays, and on the day of the annual meeting and election (May 19, 2026), at the Business Office in the District, at the Mount Morris Library, and on the District website at www.mtmorriscsd.org. Residents who are unable to access the proposed budget from the District website should contact the District Clerk at 585-658-5036 or by email at swilliams@mtmorriscsd.org. AND FURTHER NOTICE IS HEREBY GIVEN that the annual meeting and vote of the qualified voters of the District will be held on Tuesday, May 19, 2026 between the hours of 12:00 p.m. and 9:00 p.m., in the District’s upper gymnasium lobby at 30 Bonadonna Avenue, Mount Morris, New York, for the purposes of voting by machine on the annual budget of the District for the 2026-2027 fiscal year; creating a capital reserve fund; electing three (3) at-large members of the Board of Education of the District (the “Board”); raising funds for the Mount Morris Library; and transacting such other business as is authorized by law or rules of the Board. AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the District shall be entitled to vote at said annual meeting and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, and (3) a resident within the District for a period of thirty (30) days next preceding the annual vote and election. The District may require all persons offering to vote at the annual meeting and election to provide one form of proof of residency pursuant to Education Law § 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the District may also require all persons offering to vote to provide their signature, printed name and address. PROPOSITION NO. 1 - 2026-2027 BUDGET Shall the following resolution be adopted? RESOLVED, that the basic budget for the Mount Morris Central School District (the “District”) for the fiscal year commencing July 1, 2026 and ending June 30, 2027, as presented by the Board of Education, is hereby approved and adopted, and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law. PROPOSITION NO. 2 - ESTABLISHMENT AND INITIAL FUNDING OF A NEW CAPITAL IMPROVEMENTS RESERVE FUND ESTABLISHED 2026 Shall the following resolution be adopted? RESOLVED, that the Board of Education (the “Board”) of the Mount Morris Central School District, Livingston County, New York (the “District”) is hereby authorized to establish a new capital improvements reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Capital Improvements Reserve Fund, 2026” of the District; that the Fund shall be established for the purpose of financing, in whole or in part, the acquisition, construction, reconstruction, expansion, renovation, alteration and improvement of buildings, facilities, sites and real property by the District, or the District’s share of the cost of any capital improvements project undertaken by a Board of Cooperative Educational Services (“BOCES”) of which the District is (or may become) a component district, including, in all cases, the acquisition of necessary furnishings, equipment, machinery and apparatus; that the ultimate amount of the Fund shall be not greater than $1,500,000 (plus interest earned thereon); that the probable term of the Fund shall be not longer than ten (10) years; and that the permissible sources from which the Board is authorized to appropriate monies to the Fund from time to time shall be (A) the immediate transfer of the entire balance (approximately $268,333 as of November 1, 2025), plus any additional interest earned, that is currently on hand in the District’s General Capital Reserve Fund created in May of 2007, with such fund then to be terminated; (B) amounts applied thereto from budgetary appropriations of the District; (C) unappropriated fund balance of the District as directed by the Board; (D) State aid received as reimbursement for expenditures by the District in connection with District capital improvements (whether or not such improvements were financed in whole or in part from the Fund); (E) the proceeds from the sale of unneeded real or personal property owned by the District, if permitted by law and if so directed by the Board; (F) one or more other reserve funds of the District; and/or (G) such other sources as the Board or the voters of the District may direct from time to time, all as may be permitted by law. PROPOSITION NO. 3 - FUNDING FOR MOUNT MORRIS PUBLIC LIBRARY Shall the following resolution be adopted? RESOLVED, that an increase in support of the Mount Morris Library by $2,500, for a total of $160,000, be, and it hereby is, approved, and that the Mount Morris Central School District (the “District”) be, and it hereby is, authorized to levy and collect the necessary taxes in the District for the payment thereof. ELECTION AND BALLOT INFORMATION AND FURTHER NOTICE IS HEREBY GIVEN that an election for members of the Board will be held to fill three (3) at-large positions on the Board. Pursuant to § 2034 of the Education Law, the candidates receiving the two (2) highest vote totals will each be elected to three (3) year terms commencing July 1, 2026 and ending June 30, 2029. The candidate receiving the third (3rd) highest vote totals will be elected to a two (2) year term commencing on May 20, 2026 and ending on June 30, 2028 to fulfill the remainder of an unexpired term. AND FURTHER NOTICE IS HEREBY GIVEN that all candidates for the office of member of the Board shall be nominated by petition. Petitions must be filed in the office of the District Clerk between the hours of 9:00 a.m. and 4:00 p.m. and not later than 5:00 p.m. on Monday, April 20, 2026. Each petition must be directed to the District Clerk, must be signed by at least twenty-five (25) qualified voters of the District and must state the residence of each signer and the name and residence of the candidate. The annual meeting and election is not for specific seats and, thus, nominating petitions shall not describe specific vacancies. Candidates may request a nominating petition by calling the District Clerk at 585-658-5036. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots may be obtained between the hours of 9:00 a.m. and 4:00 p.m. Monday through Friday, except holidays, from the District Clerk up to thirty (30) days prior to the annual meeting and election. Completed applications must be received by the District Clerk at least seven (7) days before the annual meeting and election if the ballot is to be mailed to the voter, or the day before the annual meeting and election, if the ballot is to be issued personally to the voter at the District Clerk’s office. Absentee ballots must be received in the office of the District Clerk no later than 5:00 p.m. on the day of the annual meeting and election (Tuesday, May 19, 2026), to be canvassed. AND FURTHER NOTICE IS HEREBY GIVEN that a list of all persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk on and after May 14, 2026 between the hours of 9:00 a.m. and 4:00 p.m., excluding Sundays, prior to the day set for the annual meeting and election, and on May 19, 2026, the day set for the annual meeting and election. Any qualified voter may challenge the qualifications of any person on such list, by making his/her challenge and the reasons therefore known to the Inspector of Elections before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are qualified voters of the District may request an application for a military ballot from the District Clerk by email at: swilliams@mtmorriscsd.org or at the District’s Clerk’s office between the hours of 9:00 a.m. and 4:00 p.
