SH Press- 4/16/26 Eastern and Western Editions NOTICE OF PUBLIC HEARING APPLICANT: Adios Holdings, LLC. c/o Kelly and Hulme P.E. 323 Mill Road Westhampton Beach, NY 11978 PERMITS APPLIED FOR: Chapter 325, Wetlands – Wetlands Permit Application PROJECT DESCRIPTION AND LOCATION Application is for a Wetlands Permit, pursuant to Chapter 325 of the Town of Southampton Wetlands Code, to demolish, remove and replace 97 linear feet of existing timber bulkhead with new untreated greenheart bulkhead not exceeding the height of the adjacent bulkheads, with new wales, tie rods and deadmen. as needed; to temporarily remove existing bluff access stairway and potentially temporarily dismantle part of an existing unauthorized fixed elevated walk/pier/dock, during bulkhead demolition and re-construction, and to reinstall after construction; to backfill reconstructed bulkhead with approximately 50 cubic yards of clean sand and gravel landward of bulkhead; to restore any portions of the bay bluff, headland and existing covenanted 50 feet wide naturally vegetated wetland non-disturbance non-fertilization buffer, disturbed as a consequence of bulkhead demolition, reconstruction and backfill, by planting beachgrass plugs spaced 12 Inches on center throughout; to utilize a barge for purposes of bulkhead demolition and reconstruction; to legalize unauthorized construction of 96.9 linear feet of fixed timber piling supported light penetrable fiberglass grate decked elevated walk/pier/dock extending perpendicular to the bulkhead, out into Little Peconic Bay waters, as well as unauthorized installation of additional pilings for boat lift, and unauthorized installation of waterfront dock-mounted hinged aluminum access stairs allowing for lift out of the water, adjacent to the bulkhead, within bay waters/wetlands; to landscape landward of existing required covenanted naturally vegetated wetland buffer located at least 50 feet landward of wetlands; and to rectify unauthorized tree removal and clearing of natural vegetative cover, within the bounds of existing covenanted naturally vegetated wetland non-disturbance non-fertilization buffer, at residentially developed property, fronting the Little Peconic Bay and associated state and town regulated tidal wetlands, where the entire shoreline is bulkheaded, in accordance with a survey prepared by Steven Barylski, dated June 5, 2019, last revised September 30, 2025; the NYSDEC approved “Adios Holdings, LLC 2 Bay Bluff Way Noyack, NY Bulkhead Replacement Existing Conditions and Demolition Plan”, “Bulkhead Construction Plan and Section” and “ Bulkhead Construction Details” drawing nos. C-1, C-2 and C-3, as prepared by Dietrich Engineering, P.C. and Land use Ecological Services, Inc., last dated 10/01/24, and the “2 Bay Bluff – Breitenbach 2 Bay Bluff Way Sag Harbor, NY Planting Plan & Schedule – Site” drawing, sheet no. L-4.00, as prepared by Hollander Design Landscape, last dated 10-17-25. Subject premises are situated at 2 Bay Bluff Way, Noyac in an R-20 zoning district. The parcel is identified as SCTM No. 900-010-01-11 and takes in 21,059 square feet. STATE ENVIRONMENTAL QUALITY REVIEW (SEQR) DETERMINATION The project is classified as an Unlisted Action, pursuant to SEQR and Chapter 157 of the Town Code, and, thus, is subject to SEQR review.
