Legal Notice # 21931823 New York State Department of Environmental Conservation Notice of Complete Application Date: 04/06/2026 Applicant: NY INSTITUTE OF TECHNOLOGY NORTHERN BLVD PO BOX 8000 OLD WESTBURY, NY 11568-8000 Facility: NEW YORK INSTITUTE OF TECHNOLOGY STP NORTHERN BLVD |Nctm# 19.-a-384 OLD WESTBURY, NY 11568 Application ID: 1-2824-00691/00003 Permits(s) Applied for: 1 - Article 17 Titles 7 & 8 P/C/I SPDES- Groundwater Discharge Project is located: in OYSTER BAY in NASSAU COUNTY Project Description: The Department has prepared a draft permit modification and has made a tentative determination, subject to public comment or other information, to approve the application for a modification of the SPDES permit to replace the existing 30,000-gpd Outfall 001 and associated treatment system at this facility with an upgraded treatment system within the footprint of the existing plant. The new system consists of a proposed Sequence Batch Reactor (SBR) treatment system designed for a 30,000 gpd discharge to groundwater via new Outfall 012. This permit modification underwent a full technical review and is receiving a new full permit term. This facility is a institutional facility that receives flow from domestic users and the collection system currently consists of separate sewers and 11 outfalls. The primary outfall, Outfall 001 is being replaced by Outfall 012, and the remaining outfalls 002 through 011, all receive sanitary sewage and consist of septic tanks and leaching systems with discharge to groundwater. The draft permit files are contained within regional folders and named by the SPDES number contained in this notice. Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person above by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8. Refer to this application by the application number listed above and SPDES Number NY0101826. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.
