NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION MORIAH CENTRAL SCHOOL DISTRICT TOWN OF MORIAH, COUNTY OF ESSEX, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Moriah Central School District, Essex County, Port Henry, New York, will be held in the High School Library in said District on May 12, 2026 at 6:00 PM prevailing time, for the presentation of the budget. The budget will be available for review on May 5, 2026 at the Moriah Central School. NOTICE IS HEREBY GIVEN, that the annual meeting of the qualified voters of the Moriah Central School District of the Town of Moriah, Essex County, New York, will be held at the Moriah Central School in said District on Tuesday, May 19, 2026 between the hours of 1:00 PM and 8:00 PM, prevailing time, at which time the polls will be opened to vote by voting by ballot or machine upon the following items: 1.To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2.To elect three (2) members of the Board for a three (3) year term commencing July 1, 2026 and expiring on June 30, 2029 and to succeed: Amy Gaddor, and Anthony Harlow whose terms expire June 30, 2026 3.Shall the Board of Education of the Moriah Central School District be authorized to purchase and finance one (1) diesel 66-passenger school bus, one (1) electric school bus with wheelchair lift and one (1) gasoline SUV type vehicle for student transportation, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $723,589, which is estimated to be the total maximum cost thereof, and pay for such vehicles by applying $265,250 in available grant funding from the New York School Bus Incentive Program and, for the balance, by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $458,339, shall be issued? AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027 exclusive of public monies, may be obtained by any resident of the District during business hours beginning May 5, 2026, at the Moriah Central School. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk at her office in the Moriah Central School, not later than April 20, 2026, between 9:00 AM and 5:00 PM. Each petition shall be directed to the Clerk of the District and shall be signed by at least 25 voters of the District, and must state the name and residence of the candidate. NOTICE IS FURTHER GIVEN that qualified voters of the District may obtain applications for an absentee ballot or an early voting ballot from the office of the District Clerk. Completed applications must be received by the Clerk of the District no later than 4:00 PM on May 18, 2026 and must be received no later than 4:00 PM on May 12, 2026 if the absentee ballot or an early voting ballot is to be mailed to the voter. Completed applications received after 4:00 PM on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot or an early voting ballot. A listing of all persons to whom an absentee ballot or an early voting ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 AM and 4:00 PM during each of the 5 business days prior to the election. NOTICE IS FURTHER GIVEN that military ballots may be applied for by qualified voters by requesting an application from the District Clerk at 518-546-3301 or sstahl@moriahk12. org. Completed applications for military ballots must be received by the Clerk no later than 5:00 PM on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days next preceding the annual vote and election. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address.
