NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION OF THE REMSENBURG-SPEONK UNION FREE SCHOOL DISTRICT SUFFOLK COUNTY, NEW YORK NOTICE IS HEREBY GIVEN, that a Public Hearing of the qualified voters of the Remsenburg-Speonk Union Free School District, Town of Town of Southampton, Suffolk County, New York, will be held in the Remsenburg-Speonk Elemen- tary School Building, 11 Mill Road, Remsenburg, in said district on Tuesday, May 12, 2026, at 7:30 P.M., prevailing time, for the trans- action of business as authorized by the Education Law, including the following items: 1. To present to the voters a detailed statement of the amount of money which will be required for the 2026-2027 fiscal year." 2. To discuss all the items here- inafter set forth to be voted upon by paper ballot at the Budget Vote and Election to be held on Tuesday, May 19, 2026. 3. To transact such other business as may properly come before the meeting pursuant to Education Law of the State of New York and acts amendatory thereto. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026- 2027, exclusive of public moneys, may be obtained by any resident of the District beginning May 5, 2026, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time, ex- cept Saturday, Sunday or holidays at the Office of the District Clerk, 11 Mill Road, Remsenburg, at the Westhampton Beach Public Library at 7 Library Avenue, Westhamp- ton Beach, New York and on the District's internet website. AND FURTHER NOTICE IS HEREBY GIVEN, that said Budget Vote and Election will be held on Tuesday, May 19, 2026, in the Remsenburg-Speonk Elementary School, 11 Mill Road, Remsenburg, between the hours of 9:00 A.M. and 9:00 P.M., prevailing time, at which time the polls will be opened to vote by voting machine upon the following items: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. To elect one (1) member of the Board of Education for a three-year term commencing July 1, 2026, and expiring on June 30, 2029, to fill the position held by Kathleen Hofmann, whose term expires on June 30, 2026. 3. adopt a proposition that the Board of Education be authorized to contract with the Suffolk Coop- erative Library System for a period of one year only, commencing July 1, 2026 for direct access library service for a sum not to exceed $393,664, in addition to the sums set forth in the budget, and to levy the necessary tax therefor and NOTICE IS FURTHER GIVEN that a Bond Proposition in substan- tially the following form shall be presented to the qualified voters of the District at such Annual District Meeting and Election: BOND PROPOSITION RESOLVED: (a) That the Board of Education of the Remsenburg-Speonk Union Free School District, in the County of Suffolk, New York (the "District"), is hereby authorized to construct an addition, alterations and im- provements to Remsenburg-Spe- onk Elementary School and the site thereof (the Project"), substantially as described in a plan prepared for the District by BBS Architects, Landscape Architects, and Engi- neers, PC, Patchogue, New York, which is on file and available for public inspection at the office of the District Clerk, such Project con- sisting of (as and where required): construction of a library addition; interior reconstruction and/or renovation; installation of a new turf infield and playground; bathroom renovations and asphalt, pavement, site and other improvements; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $5,559,932; provided that the costs of the individual components of the Project may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the School District; (b) that $3,559,932 of funds on hand and available in the District's 2023 Capital Reserve Fund, ap- proved by the voters of the District on May 16, 2023, plus any interest earnings thereon, are hereby authorized to be expended to pay a portion of the cost of the Project, and such expenditure is hereby approved; (c) that a tax is hereby voted in the aggregate amount of not to exceed $2,000,000 to finance the balance of said cost, such tax to be levied and collected in installments in such years and in such amounts as may be determined by said Board of Education; and (d) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate prin- cipal amount of not to exceed $2,000,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. Said Bond Proposition will appear on the ballot used for voting in substantially the following form: BOND PROPOSITION YES NO RESOLVED: (a) That the Board of Education of the Remsenburg-Speonk Union Free School District, in the County of Suffolk, New York (the "District"), is hereby authorized to construct an addition, alterations and improvements to the Remsen- burg-Speonk Elementary School and the site thereof (the Project"), substantially as described in a plan prepared for the District by BBS Architects, Landscape Architects, and Engineers, PC, Patchogue, New York, and to expend therefor an amount not to exceed the esti- mated total cost of $5,559,932; (b) that $3,559,932 of funds on hand and available in the District's 2023 Capital Reserve Fund, approved by the voters of the District on May 16, 2023, plus any interest earnings thereon, are hereby authorized to be expended to pay a portion of the cost of the Project, and such expenditure is hereby approved; (c) that a tax is hereby voted in the aggregate amount of not to exceed $2,000,000 to finance the balance of said cost, such tax to be levied and collected in installments in such years and in such amounts as may be determined by said Board of Education; and (d) that in anticipation of said tax, bonds of the District are hereby autho- rized to be issued in the aggregate principal amount of not to exceed $2,000,000 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. AND FURTHER NOTICE IS HERE- BY GIVEN, that pursuant to Section 495 of the Real Property Tax Law, the School District is required to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process exempt from taxation, list every type of exemption granted by the statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District. AND FURTHER NOTICE IS HERE- BY GIVEN, that petitions nomi- nating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at her office at the Remsenburg-Speonk Elementary School, 11 Mill Road, Remsen- burg, not later than April 20, 2026, between 9:00 a.m. and 5:00 p.m, prevailing time. Each petition shall be directed to the Clerk of the District; must be signed by at least at least twenty-five (25) qualified voters of the District. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not de- scribe any specific vacancy upon the Board for which the candidate is nominated. AND FURTHER NOTICE IS HERE- BY GIVEN, that all other persons who wish to vote must present himself or herself at the meeting in order to establish that he or she is eligible to vote and after he or she has been placed on the poll list may cast a ballot. AND FURTHER NOTICE IS HERE- BY GIVEN, that military voters who are qualified voters of the district may submit an application for a military ballot from the District Clerk in person, by mail to P.O.
