Legal Notices NOTICE OF ANNUAL MEETING AND VOTE OF THE SILVER CREEK CENTRAL SCHOOL DISTRICT (MAY 19, 2026) NOTICE IS HEREBY GIVEN that the annual meeting and vote (the “Annual Meeting and Vote”) of the Silver Creek Central School District, Chautauqua County, New York (the “District”) will be held on Tuesday, May 19, 2026, from 1:00 p.m. to 9:00 p.m. in the lobby of the High School Building located at 1 Dickinson Street, Silver Creek, NY, for the purpose of (i) electing one member of the District’s Board of Education (the “Board”), (ii) voting upon the District’s budget for the 2026-2027 fiscal year, (iii) voting on a proposition involving the purchase of school buses and related equipment. TAKE FURTHER NOTICE that the Board will hold a public hearing on Monday, May 4, 2026 at 6:00 p.m. located at the Silver Creek Central School Board of Education Room, 1 Dickinson Street, Silver Creek, NY 14136, for the purpose of presenting the District’s proposed 2026-2027 budget. TAKE FURTHER NOTICE that all candidates for the office of member of the Board shall be nominated by petition. TAKE FURTHER NOTICE that an election for members of the Board shall be held to fill one position on the Board resulting from the expiration, on June 30, 2026, of the term of Martha Howard. The candidate receiving the largest number of votes shall be elected to a five-year term of office commencing July 1, 2026 and expiring June 30, 2031. TAKE FURTHER NOTICE that pursuant to a resolution duly adopted by the Board, the propositions set forth below shall be submitted to the voters of the District at the Annual Meeting and Vote, as well as any other matters as may be lawfully presented: PROPOSITION NO. 1: 2026-2027 DISTRICT BUDGET Shall the following resolution be approved and adopted, to-wit: RESOLVED, that the basic budget for the Silver Creek Central School District, Chautauqua County, New York (the “District”), for the fiscal year commencing July 1, 2026 and ending June 30, 2027, as presented by the Board of Education, is hereby approved and adopted and the required funds therefore are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in said District to be levied and collected as required by law. PROPOSITION NO. 2: PURCHASE OF SCHOOL BUSES AND RELATED EQUIPMENT FOR USE IN THE TRANSPORTATION PROGRAM (USING MONIES ALREADY ON HAND IN THE (2022 CAPITAL RESERVE FOR VEHICLES) Shall the following resolution be approved and adopted, to-wit: RESOLVED, that the Board of Education (the “Board”) of the Silver Creek Central School District, Chautauqua County, New York (the “District”) be, and it hereby is, authorized to purchase, for use in the transportation program of the District, three (3) 66-passenger school buses (and related equipment) at an aggregate estimated maximum cost of $625,970, by utilizing that amount of funds currently on hand in the District’s voter-approved 2022 Capital Reserve for Vehicles, thereby avoiding the need for the District to borrow; and BE IT FURTHER RESOLVED, that this authorization for the use of reserve fund monies that are already on hand shall have no effect on the tax rate for the 2026-2027 school year. TAKE FURTHER NOTICE that optical scan voting technology will be used to record the vote on the budget, on all propositions, and on the election of the members of the Board. TAKE FURTHER NOTICE that the Board has adopted rules for the Submission of Questions and Propositions at the Annual Meeting and Election and Special District Meetings, and printed copies for general distribution in the District are available at the office of the District Clerk located in the District Office, at the High School Building, 1 Dickinson Street, Silver Creek, New York. TAKE FURTHER NOTICE that applications for absentee and early mail ballots may be obtained beginning 30 days prior to the Annual Meeting and Vote at the office of the District Clerk between the hours of 8:00 a.m. and 4:00 p.m. except Saturdays, Sundays, and holidays. Completed applications must be received by the District Clerk at least seven (7) days before the Annual Meeting and Vote (May 12, 2026), if the ballot is to be mailed to the voter, or on the day before the Annual Meeting and Vote (May 18, 2026), if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee and early mail ballots shall have been issued will be available in the office of the District Clerk, where it shall be open for inspection by any qualified voter of the District between the hours of 8:00 a.m. and 4:00 p.m., until the day set for voting, except for Saturdays, Sundays and holidays. Absentee and early mail ballots must be received by the District Clerk, by mail or in person, prior to 5:00 p.m. on Tuesday, May 19, 2026 to be counted. TAKE FURTHER NOTICE that applications for military voter ballots may be obtained at the Office of the School District Clerk. Applications for military voter ballots must be received by the District Clerk by 5:00 p.m., on April 23, 2026 in order to be counted. Eligible military voters may designate a preference for receiving their application by mail, facsimile transmission or electronic mail. If no designation is indicated, the military ballot application will be sent by mail. A list of all persons to whom military voter ballots shall have been issued will be available for inspection in the Office of the District Clerk on each of the five (5) days prior to the day of the Annual Meeting and Vote (except Saturday and Sunday), and such list shall also be posted at the polling place, and any qualified voter may challenge the acceptance of the military voter’s ballot of any person on such list, by making his challenge and the reasons therefor known to the Election Inspector before the close of the polls. TAKE FURTHER NOTICE that the Board will have prepared and completed a detailed statement in writing of the amount of money which will be required during the 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount for each purpose estimated necessary for payments to Boards of Cooperative Educational Services shall be shown in full, with no deduction of estimated state aid. The amount of state aid provided and its percentage relationship to the total expenditures shall also be shown. Such statement shall be completed at least seven days before the budget hearing at which it is to be presented and copies thereof shall be prepared and made available, upon request, to residents within the District during the period of fourteen days immediately preceding the Annual Meeting and Vote, and may be obtained from any District schoolhouse by any resident of the District between the hours of 8:00 a.m. and 4:00 p.m. on and after May 7, 2026, excluding Saturdays, Sundays, and holidays.
