Updated Legal Notice with Budget Number UNION SPRINGS CENTRAL SCHOOL DISTRICT UNION SPRINGS, NEW YORK NOTICE OF ANNUAL MEETING FOR BUDGET VOTE & BOARD MEMBER ELECTION NOTICE IS HEREBY GIVEN that a public budget hearing of the qualified voters of the Union Springs Central School District, Cayuga County, New York, will be held at the Union Springs Middle/High School Library, 239 Cayuga Street, Union Springs, New York on Monday, May 11, 2026, at 6:00 p.m. for the presentation of the budget document for the fiscal year July 1, 2026 through June 30, 2027. AND FURTHER NOTICE IS HEREBY GIVEN that said annual meeting, vote and election will be held on Tuesday, May 19, 2026, between the hours of 12:00 Noon and 9:00 p.m., prevailing time, at the Middle/High School Gym, 239 Cayuga Street, Union Springs, New York, at which time the polls will be opened to vote by voting machine for the following items: (1) The Board of Education of the Union Springs Central School District is hereby authorized to expend the sum of $23,703,571 as a general fund appropriation for the 2026-2027 school year and to levy the necessary tax therefor. (2) To authorize to expend up to $477,224 from the existing Transportation Capital Reserve Fund for the acquisition of one (1) full size diesel wheelchair bus, one (1) full size diesel bus, and one (1) student transport vehicle (3) To authorize to lease various vehicles for use by the district for the facilities and maintenance department. (4) To elect three (3) board members to the Board of Education for three (3) year terms, commencing July 1, 2026 and expiring June 30, 2029. RESOLVED, that the following propositions shall be presented and published four times within the seven weeks next preceding such vote and election, the first publication to be a least 45 days before said vote and election in the Syracuse Post Standard and Auburn Citizen: PROPOSITION #1 Budget Vote RESOLVED, that the Board of Education of the Union Springs Central School District shall be authorized to expend the sum set forth in the budget for the 2026-2027 school year in the total amount of $23,703,571 and to assess and levy upon the taxable property of the District the necessary tax thereof. Shall the following resolution be adopted: PROPOSITION #2 Bus Proposition RESOLVED, that the Board of Education of the Union Springs Central School District is hereby authorized to expend up to $477,224 from the existing Transportation Capital Reserve Fund for the acquisition of one (1) full size diesel wheelchair bus, one (1) full size diesel bus, and one (1) student transport vehicle at an estimated maximum aggregate cost of $477,224. PROPOSITION #3 Vehicle Replacement RESOLVED, (a) That the Board of Education of the Union Springs Central School District, in the County of Cayuga, New York (the "District"), is hereby authorized to lease various vehicles for use by the district for the facilities and maintenance department; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $75,000; (b) that a tax is hereby voted to finance such cost, such a tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education. PROPOSITION #4 Springport Free Library Shall the sum of $102,500 dollars, an increase of $3,500.00, from $99,000 be raised by an annual tax levy upon the taxable real property within the Union Springs Central School District for the purpose of funding the Saturday, Sunday or holidays, at the district offices, Middle/High School and A.J. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the school district's budget for 2026-2027, exclusive of public monies and the tax exemption report, may be obtained by any resident of the district during business hours beginning April 22, 2026, except AND FURTHER NOTICE IS HEREBY GIVEN, that the petitions nominating candidates for the office of member of the Board of Education may be filed with the Clerk of said school district at the District Office, 239 Cayuga Street, Union Springs, New York, not later than April 20, 2026, between 8:30 a.m. and 4:30 p.m., vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board of which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least 25 qualified voters of the district; must state the name and residence of each signer and must state the name and residence of the candidates. NOTICE IS FURTHER GIVEN that qualified voters of the district may obtain applications for an absentee ballot or early voting ballot (where applicable), from the office of the Clerk of the District, between the hours of 8:00 a.m. and no later than 4:00 p.m., prevailing time, Monday through Friday, except for holidays, not earlier than the 30th day prior to the election. Completed absentee or early voting ballot applications must be received by the Clerk of the District no later than 4:00 p.m. on May 19, 2026, and must be received no later than 4:00 p.m. on May 12, 2026, if the ballot is to be mailed to the voter. Completed applications received after 4:00 p.m. on May 12, 2026, will require the voter to personally appear at the office of the Clerk of the District to receive a ballot. A listing of all persons to whom an early mail or absentee ballot is issued will be available for inspection by any qualified voter in the office of the Clerk of the District between the hours of 8:00 a.m. and 4:00 p.m. during each of the 5 days prior to the election, except Sundays, and shall also be posted at the polling place at the election. Absentee or early voting ballots must be received by the District Clerk not later than 5:00 p.m., prevailing time, on May 19, 2026. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known the Inspector of Election before the close of the polls. NOTICE IS FURTHER GIVEN that military ballots may be applied for by qualified voters by requesting an application from the District Clerk at 315-889-4100 or vcastiglia@unionspringscsd.org. Completed applications for military ballots must be received by the Clerk no later than 5:00 p.m. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. An individual will qualify as a military voter if he or she (1) is a qualified voter of the State of New York, who is in actual military service, and by reason of such military service is absent from the district on the day of the election, or is a voter who is discharged from military service within 30 days of an election; or (2) a spouse, parent, child, or dependent of such service member who is a qualified voter and is absent due to accompanying or being with the military service member. A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the district in the District Office on and after May 12, 2026, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election and on May 19, 2026, the day set for the election, and said list will be posted at the polling place at the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls. AND FURTHER RESOLVED, that the School District Clerk be authorized to appoint inspectors, substitute inspectors and poll workers for any appointee unable to serve. AND NOTICE IS ALSO GIVEN THAT the Board of Registration for the Union Springs Central School District of Union Springs, will meet at the office of the Board of Education, 239 Cayuga Street for the purpose of registering all qualified voters of the district on Tuesday, May 5, 2026, between the hours of 8:00 a.m. and 4:30 p.m. Any person who is registered and certified by the County Board of Elections shall be certified to vote.
