ESSEX COUNTY LEGAL NOTICE Lake Placid Central School NOTICE is hereby given , that a public hearing on the proposed school district budget for the qualified voters of the Lake Placid Central School District, Essex County, Lake Placid, New York, will be held in person at The Wilmington Community Center, Springfield Road, Wilmington, NY Tuesday May 5, 2025 at 5:00 p.m . The hearing will also be held via zoom on the school’s YouTube channel https://www.youtube.com/channel/UCYCuD5SOK2eM6kBJPtjVvvA AND FURTHER NOTICE is hereby given , that said vote and election will be held on Tuesday, May 19, 2026 between the hours of 2:00 p.m. and 8:00 p.m., in the Wilmington Community Center and the Lake Placid Elementary School, at which time the polls will be opened to vote by voting machine upon the following items: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. Shall the trustees of the Lake Placid Central School District be authorized to purchase three (3) school buses at a maximum estimated cost of $537,525.57, and to expend the sum of $537,525.57 from said District’s School Buses and School Vehicles Capital Reserve Fund for the purpose of funding such purpose? 3. Shall the trustees of the Lake Placid Central School adopt the funding for the E.M. Cooper Memorial Library which is raised by an annual levy of a tax upon the taxable real property with the Lake Placid Central School District of $17,640.00. 4. To elect three (3) members to the Board of Education, for a three (3) year term, commencing July 1, 2026 and expiring on June 30, 2029. AND FURTHER NOTICE is hereby given , that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the Lake Placid Central School District during business hours beginning Tuesday, April 21, 2026 , except Saturday, Sunday or holidays, at the Administrative Services Center, Lake Placid, New York. AND FURTHER NOTICE is hereby given , that the Board of Education will have prepared and completed a detailed statement in writing of the amount of money which will be required during the 2026-2027 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount for each purpose estimated necessary for payments to Boards of Cooperative Educational Services shall be shown in full, with no deduction of estimated state aid. The amount of state aid provided and its percentage relationship to the total expenditures shall also be shown. Such statement will be available beginning April 27, 2026 . Such statement may be obtained by on the District website https://www.lpcsd.org/ . AND FURTHER NOTICE is hereby given , that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of the Lake Placid Central School District at the Administrative Services Center, no later than April 20, 2026 , between the hours of 8:00 a.m. and 5:00 p.m. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least 25 qualified voters of the District; must state the name and residence of each signer; and must state the name and residence of the candidate. Blank petitions are available in the Lake Placid Central School District Administrative Services Center. AND FURTHER NOTICE is hereby given , that all candidates for the office of a Member of the Board of Education complete a Board of Education Candidate Petition that is available on the District’s website at https://www.lpcsd.org/ . Each Petition must be filed in the office of the District Clerk, Karen Angelopoulos lpdistrictclerk@lakeplacidcsd.net by scan (or photo if necessary) no later than April 20, 2026 at 5:00 pm . This form may also be mailed to Ms. Angelopoulos at Administrative Assistant/District Clerk Lake Placid Central School 50 Cummings Road Lake Placid, NY 12946. AND FURTHER NOTICE is hereby given , that qualified voters can use the New York State Department of Motor Vehicles Electronic Voter Registration Application to register to vote or to update the information they have on file with the New York State Board of Elections. Information regarding that can be located at: https://dmv.ny.gov/more-info/electronic-voter-registration-application . The District does not have control over the Department of Motor Vehicles Registration Application process or its registration timelines. Therefore, qualified voters who intend to register through the Department of Motor Vehicles should do so as soon as possible. AND FURTHER NOTICE is hereby given , that applications for absentee ballots will be obtainable during school business hours from the District Clerk beginning April 29, 2026. Completed applications must be received by the School District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be handed personally to the voter. Absentee ballots must be received by the School District Clerk no later than 5:00 p.m. on Tuesday, May 19, 2026. AND FURTHER NOTICE is hereby given, that the Education Law also makes special provisions for absentee voting for “military” voters of the District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Whereas absentee ballot applications and absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person. The Clerk of the Board shall transmit the military voter’s military ballot in accordance with the military voter’s preferred method of transmission no later than 25 days before the vote. The Clerk of the Board must then receive the military voter’s military ballot by mail or in person no later than 5:00 p.m. on the day of the vote. AND FURTHER NOTICE is hereby given , that personal registration of voters is required pursuant to Section 2014 of the Education law. If a voter has heretofore registered pursuant to Section 2014 of Education law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election law, he/she is also eligible to vote at this election. All other persons who wish to vote must register under the personal registration system as provided by the Lake Placid Central School District. AND FURTHER NOTICE is hereby given , that the Board of Education will provide the opportunity for qualified voters who are not currently registered under Permanent Personal Registration as found on the original or duplicate Registers provided by the Essex County Board of Elections, to do so at the Lake Placid Central School Business Office, located in the Administrative Services Center, during the time of May 5 through May 12, 2026 between the hours of 9:00 a.m. and 3:00 p.m. AND FURTHER NOTICE is hereby given , that pursuant to a rule adopted by the Board of Education in accordance with Section 2035 and 2008 of the Education law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the Board of Education, located in the Administrative Services Center, on or before April 19, 2026 at 5:00 p.m. prevailing time, must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least 25 qualified voters of the District; and must state the name and residence of each signer. However, the Board of Education will not entertain any petition to place before the power of the voters to determine, or any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition.
