TOWN OF COLCHESTER RFQ Town of Colchester, Delaware County, NY Request for Qualifications (RFQ) for Professional Engineering Services RFQ #1-Water Infrastructure Upgrades and Improvements. The Town of Colchester, located in Delaware County, NY, is requesting statements of qualifications to provide professional engineering services for the upgrades and improvements to the public water system. The engineering services contract will encompass all water system components and appurtenances as needed. Engineering services required, include but not limited to planning, design, bid assistance, construction administration, onsite-construction observation, engineering during construction, record drawing preparation, and project closeout. The Town is seeking funding through the Environmental Facilities Corporation's (EFC) Drinking Water State Revolving Funds (DWSRF), and possible other sources.
