SPECIFICATIONS AND PROPOSAL FOR

SCREENED SAND DELIVERED




SPECIFICATIONS

Scope: It is the purpose of this bid to provide screened road sand, to be used as an abrasive for ice control on highways within the Town of Keene and delivered to the Shaeffer Road stockpile.




General: Bids are sought and awards will be executed based upon the following prices for the delivery of screened winter road sand.

All materials shall meet the requirements for ice control sand as specified in the current edition of Standard Specifications of the New York State Department of Transportation, January 2, 1990 and all addenda thereto. Material may be rejected at any time by the Town of Keene Superintendent of Highways if, in his opinion, it is not suitable for the purpose intended. ( Run-of-Bank Sand will not be accepted under this specification.) A representative sample of the material must accompany the bid.

Methods of Measurement: Measurement of delivered screened winter road sand shall be by the use of weight scales, truckload count, or volume calculation according to the following: 
A volume calculation of the stockpile will be made by the Essex county DPW using accepted survey methods. Truckload counts will be compared to the volume calculations. The sand stockpile will be measured after the sand is delivered. 
Daily haul slips for each truck must be submitted for payment. These slips must include the date, the number of trips, the amount of sand transported and the total yardage delivered each day. Volume calculation will outweigh truck counts. 
The contractor may bid per ton or per cubic yard basis as he/she desires. However, scale tickets must be used when bidding on a “per ton” basis. If bidding per ton, it is required that the average weight in tons per cubic yard be provided. 





The Town of Keene retains the right to accept or reject any or all bids.




In submitting the Bid, BIDDER represents, as more fully set forth in this bid, that: 
A) Bidder acknowledges that they have read, understand and agree to all aspects of the terms and specifications as presented without reservation or alteration.

B) When awarded, the bid package becomes the “Contract Document”.

C) The Bid is made without any connection to, or in collaboration with, any person making another bid for the same contract, and that the bid is in all respects fair and without collusion or fraud.

D) Provide proof of insurance.

E) Have implemented a written policy addressing sexual harassment prevention in the workplace and provide annual sexual harassment prevention training to all of its employees in accordance with New York State Labor Law §201-g

Notice To Bidders

NOTICE IS HEREBY GIVEN, pursuant to section 103 of general municipal law that the Town of Keene will receive proposals for the purchase of screened road sand delivered. Such bids will be received at the Town Hall of the Town of Keene, 10892 NYS RT. 9N Keene, New York, during normal business hours until 3:00pm on Monday, April 13 th , 2026

All bids will be in a self-contained envelope with the name and address of the bidder and the words “screened road sand”.

All bids will comply with the specifications, which are on file at the Keene Town Hall, Keene, New York. All bids submitted will be accompanied by a sample of at least one pound of item to be bid upon.

All bids will be open and read aloud at the Town Hall, located at 10892 NYS RT. 9N Keene, New York on Tuesday, the 14 th of April 2026 9:30 am

A non-collusive statement pursuant to the provisions of article 103D of the General Municipal Law of the State of New York will accompany all bids.
