VILLAGE OF MONTOUR FALLS LEGAL NOTICE SECTION 001113 – ADVERTISEMENT FOR BIDS Village of Montour Falls Schuyler County, New York Catherine Street Lighting Project General Notice The Village of Montour Falls (Owner) is requesting Bids for the construction of the following Project: Catherine Street Lighting Project Bids for the construction of the Project will be received by the Village of Montour Falls , at the Village of Montour Falls Village Hall, 408 West Main Street, PO Box 812, Montour Falls, NY 14865 , until Wednesday, April 29th, 2026, at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Installation of new street lighting along sections of NYS Route 14 and Clawson Boulevard (NYS Route 224) within the Village of Montour Falls, NY. The work generally consists of installing pole bases, light poles, fixtures, electric services, meters and wiring. Associated work includes minimal trenching and repairs/replacement of finish surfaces damaged by the work. Conduit for the project was installed as part of a previous project. The full scope of work is as specified and indicated on the construction drawings. Each bid shall be accompanied by a certified check or bid bond in the amount of five percent (5%) of the maximum amount of the bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://bidplans.larsondesigngroup.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Contact the Issuing Office, Larson Design Group, 1 West Market Street, Suite 301, Corning, NY 14830, (607) 936-7076 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, with any questions pertaining to access and use of the website. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Pre-Bid Meeting A pre-bid meeting is not being held. Other Requirements Bids shall be sealed in an opaque envelope and clearly marked as a bid for the Project. The envelope must also bear the name and address of the bidder. The Supplementary Conditions set forth requirements for the payment by the Contractor and all Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by all applicable provisions of the NY Prevailing Wage Act, and the Bid shall be prepared accordingly. The Project is being funded by a New York Forward Grant through the NYS Department of State (DOS). Standard Clauses for New York State Contracts, included in the bid documents, apply to this contract. This includes, but is not limited to, 15% MBE, 6% SDVOB, and 15% WBE participation goals. The selected Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color religion, sex, national origin, or handicap status. The Village of Montour Falls encourages Minority and Women Business Enterprises (MBE/WBE) to submit bids for this project. Furthermore, the Contractor will be encouraged, the greatest extent feasible, to utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. Minorities are encouraged to apply. The Village of Montour Falls reserves the right to waive any irregularities and to reject any and all bids and to award the contract to the lowest responsible bidder. No bidder may withdraw his or her bid within sixty (60) days after the actual opening thereof.
