FIRST INSERTION NOTICE OF RULEMAKING BY THE KBAR RANCH II COMMUNITY DEVELOPMENT DISTRICT A public hearing will be conducted by the Board of Supervisors of the KBar Ranch II Community Development District (the District) on March 12, 2026, at 6:00 p.m. EST, at 10820 Mistflower Lane, Tampa, Florida 33647 In accordance with Chapter 120, Florida Statutes, and Chapter 190, Florida Statutes, the KBar Ranch II Community Development District (the District) hereby gives notice of its intention to adopt a policy to address the enforcement of penalties and fines (Penalty and Fine Policy) and to adopt related fines and fees. The proposed rule number is [2026-1]. Prior Notice of Rule Development was published in the Business Observer on January 30, 2026. A copy of the proposed Penalty and Fine Policy may be obtained by contacting the District Managers Office at c/o 3434 Colwell Ave, Suite 200, Tampa, FL 33614, or by calling 813-994-1001. (hereinafter, the District Office). The proposed Penalty and Fine Policy includes potential fine up to the amount of $1000 per violation of District amenity policies. The proposed fines may be adjusted at the public hearing pursuant to discussion by the Board of Supervisors and public comment. The purpose and effect of the Penalty and Fine Policy is to provide for efficient and effective District operations of the Districts amenity facilities and to implement the provisions of Section 190.011 Florida Statutes. Specific legal authority for the District to adopt the proposed Penalty and Fine Policy includes Sections 190.011(5), 190.035, 120.54 and 120.81, of the Florida Statutes Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice. The public hearing may be continued to a date, time, and place to be specified on the record at the hearing. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based. At the hearing, staff or Supervisors may participate in the public hearing by speaker telephone. Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the District Manager at District Office at least forty-eight (48) hours before the hearing.
