NOTICE OF PUBLIC HEARING
NOTICE OF INTENT TO ADOPT RESOLUTION
APPROVING A DEVELOPMENT AGREEMENT WITH
AVALONBAY COMMUNITIES, INC. (DEVELOPER) AND ROBINS
PLAZA, LLC (OWNER) FOR THE 1.34 ACRE DEVELOPMENT SITE
LOCATED AT APPROXIMATELY 7230 SW 59TH
AVENUE, CONSISTING OF THE PROPERTIES BOUNDED BY SOUTH DIXIE HIGHWAY (US 1), SUNSET DRIVE (SW 72ND STREET), DORN AVENUE (SW 59TH AVENUE), AND SW 73RD STREET
A request has been filed with the City of South Miami for the adoption of a Development Agreement pursuant to Section 20-8.7 of the Land Development Code and Sections 163.3220 through 163.3243 of the Florida Statutes on the approximately 1.34 acre development site consisting of the properties approximately bounded by South Dixie Highway (US 1), Sunset Drive (SW 72nd Street), Dorn Avenue (SW 59th Avenue), and SW 73rd Street, and consisting of Folio Nos. 09-4036-024-0050, 09-4036-024-0060, 09-4036-024-0070, 09-4036-024-0090, 09-4036-024-0140, 09-4036-024-0150, 09-4036-024-0160, 09-4036-024-0170, 09-4036-024-0180, 09-4036-024-0190, 09-4036-024-0220, 09-4036-024-0010.
Notice is hereby given that the City Commission will hold the second of two public hearings on Tuesday, February 17, 2026, at 7:00 p.m., at South Miami City Hall Commission Chambers, 6130 Sunset Drive, South Miami, FL 33143, to consider a resolution approving the Development Agreement:
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, APPROVING A DEVELOPMENT AGREEMENT WITH AVALONBAY COMMUNITIES, INC. (DEVELOPER) AND ROBINS PLAZA, LLC (OWNER) FOR A LARGE-SCALE DEVELOPMENT, MIXED-USE PROJECT KNOWN AS "AVALON SOUTH MIAMI II" ON THE 1.34 ACRE DEVELOPMENT SITE LOCATED AT APPROXIMATELY 7230 SW 59TH AVENUE, CONSISTING OF THE PROPERTIES BOUNDED BY SOUTH DIXIE HIGHWAY (US 1), SUNSET DRIVE (SW 72ND STREET), DORN AVENUE (SW 59TH AVENUE), AND SW 73RD STREET, PURSUANT TO SECTION 20-8.7 OF THE LAND DEVELOPMENT CODE AND SECTIONS 163.3220-163.3243, FLORIDA STATUTES; PROVIDING FOR AUTHORIZATION, CORRECTIONS, IMPLEMENTATION, AND AN EFFECTIVE DATE.
Pursuant to Section 163.3225 of the Florida Statutes, the City of South Miami further provides notice of intent to enter into a Development Agreement pursuant to Section 20-8.7 of the Land Development Code and Sections 163.3220163.3243, Florida Statutes, for the property located at 7230 SW 59 Avenue, South Miami, Florida, in connection with a proposed mixed-use development that will include up to 254 residential units and up to approximately 16,573 sq. ft. square feet of retail and food and beverage uses, with a maximum height of sixteen (16) stories and approximately 202 feet,-6 inches. A copy of the proposed development agreement can be reviewed and obtained by contacting the City Clerk at 305-663-6340.
Commission members will participate in Chambers or by video conferencing through the Zoom platform and members of the public may join the meeting via Zoom at (https://zoom.us/j/3056636338), by phone by calling +1-786-635-1003 and entering Meeting ID: 3056636338 when prompted, or in person in the Commission Chambers, and where their appearance will be broadcast on the Zoom platform, and where they can participate.
All interested parties are invited to attend and will be heard.

Pursuant to Section 286.0105, Fla. Stat., the City hereby advises the public that if a person decides to appeal any decision made by the Commission with respect to this matter, such person must ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. This notice does not constitute consent by the City for the introduction or admission of otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not otherwise allowed by law.
