NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or after [February 20, 2026 (day after 10th day of comment period)], Collier County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal HOME Investment Partnerships ProgramAmerican Rescue Plan (HOME-ARP) funding to undertake the following three projects:
Affordable Rental Rehabilitation Community Assisted and Supported Living, Inc. (CASL)
Affordable Rental Rehabilitation Collier Housing Alternatives, Inc. (CHA)
Affordable Rental Rehabilitation Housing Alternatives of Southwest Florida, Inc. (HASWFL)
Purpose: Funds will be provided to address the housing needs of individuals experiencing homelessness or at-risk of becoming homeless which are considered qualifying populations under the HOME-ARP program. The project will support the preservation of the existing affordable housing stock increasing access to affordable housing for qualifying populations, identified as a priority need in Collier County.

Project/Program Description: [The proposed use of U.S. Department of Housing and Urban Development (HUD) HOME-ARP assistance will support the rehabilitation of 26 units of affordable housing, including but not limited to roof replacements, HVAC replacements, water heater replacements, and gutter installations, for three projects: Community Assisted and Supported Living, Inc., Collier Housing Alternatives, Inc., and Housing Alternatives of Southwest FL, Inc. The project sites, consisting of 6 units within an existing single-family home, and 20 units within existing duplexes and triplexes, are scattered throughout Naples, FL.]
Level of Environmental Review Citation: The proposed activity is categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR 58.35(a), and subject to laws and authorities at 58.5.

Estimated SHIP Grant Funding: $300,000.00
Estimated Project Cost: $2,335,820.00
An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Collier County Community & Human Services, 3339 Tamiami Trail East, Suite 213, Naples, FL 34112, and may be viewed weekdays during normal business hours.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Collier County Community and Human Services, 3339 Tamiami Trail East, Suite 213, Naples, FL 34112, or by email to Carrie.Kurutz@collier.gov. All comments must be received by [February 20, 2026]. Comments will be considered prior to Collier County requesting a release of funds. Comments should specify which notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Collier County certifies to HUD that Amy Patterson, Certifying Officer, in her capacity as County Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUDs approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Collier County to use HOME Investment Partnerships Program [HOME-American Rescue Plan, (HOME-ARP)] Grant Funding.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the County of Colliers certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Collier County; (b) Collier County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Community Planning and Development Division, Jacksonville Field Office, at CPDRROFMIA@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.

CERTIFICACIN AMBIENTAL
