Sealed bids, in accordance with Stark County's plans and specifications, for the construction of Project No. 641, in Stark County, Ohio, will be received at the office of the Stark County Commissioners, Second Floor, County Office Building, 110 Central Plaza South, Suite 240, Canton, Ohio, 44702; until 2:30 p.m. local time, on June 2, 2026 at which time they will be publicly opened and read. Bid envelopes shall be marked: “Sewer District Project 641”, Stark County Commissioners, Canton, Ohio.
The construction required will consist of provision of all labor, equipment and materials which are necessary to complete the described work as follows:
The construction required will consist primarily of Lining 73 Manholes, 8 Bench Rehabs, 5 Casting & Lid Replacements, 355' of 10” CIPP, a Drop Inlet Connection on an Existing Manhole and Main Line, CIPP Through or Replace a Vault with PVC Pipe, and One Dish Insert. The total estimated cost of construction is $641,495.
On and after May 4, 2026 from 8:00 A.M. to 4:00 P.M., Monday through Friday, plans and specifications and other contract documents, will be on file for review at and may be obtained from: AA Blueprint, 2757 Gilchrest Rd., Akron, Ohio, 44305; phone (330) 794-8803 or www.aablueprint.com where they may be previewed and purchased at a non-refundable cost of $100 for complete packages only. Check or electronic payments are to be made payable to AA Blueprint. Documents are also on file, for review only, at the Stark County Sanitary Engineering Department, 1701 Mahoning Road N.E., Canton, Ohio, 44705 (Telephone (330) 451-2303) 8:00 a.m. to 4:00 p.m. Monday through Friday, excluding legal holidays.
The contractor is to initiate construction and mobilize within 30 days from the notice to proceed. The total contract duration is 150 calendar days with a substantial completion deadline of November 23, 2026. Failure to meet milestones will result in liquidated damages.
Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Commerce.
Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered to the office of the Stark County Commissioners, at or prior to the date and hour specified for receiving bids.
In the case of corporations not chartered in Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio.
Each bid shall be accompanied by a bid guaranty in the form of 1) a certified check, or cashier's check, or letter of credit, equal to 10% of the bid; 2) a bid guaranty bond for the full amount of the bid; both forms of guaranty as provided in Chapter 153 of the Ohio Revised Code and in the project specifications.
All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bidder and surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid.
Each bidder must ensure that no employees or applicants for employment are discriminated against because of race, color, religion, sex, handicap or national origin.
Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code.
All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio and or American made products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order 84-9 shall be required.
Domestic steel use requirements as specified in sections 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Ohio Revised Code can be obtained from any of the offices of the department of administrative services.
The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids that is deemed most favorable to the County at the time and under the conditions stipulated.
The Commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. The Specifications contain a Bidder's Profile designed to gather certain information that may be considered in this regard. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion.
