LEGAL NOTICEREQUEST FOR STATEMENTOF QUALIFICATIONSThe City of Columbiana intends to contract for engineering design services for an upgrade to the 3 signalized intersections included in the triangle of SR's 14/46/164. The proposed work will be the replacement of the existing traffic signal infrastructure, including strain poles, vehicle signals, pedestrian signals, vehicle & pedestrian detectors, controllers, and other required accessories. The vehicle signals shall have LED lamps and back plates. The pedestrian signals will have LED lamps and countdown features. The controllers will have UPS battery backup and provided with equipment for coordination of vehicular traffic along the 3 corridors.Firms interested in providing engineering design services shall be pre-qualified with the Ohio Department of Transportation (ODOT) for Non-Complex Roadway Design, Basic Traffic Signal Design, and for Unlimited Accounting Status with ODOT. Qualified firms should reply with three (3) copies of a Statement of Qualifications no later than 2:00 pm on May 27, 2026. Statement of Qualifications received after this deadline will not be considered.Statement of Qualifications should include at a minimum the following: Firm history including education and experience of the project manager, key technical personnel, and any necessary key sub-consultant staff; ODOT Pre-Qualifications; Availability of staff; Equipment and facilities; Location of firm and proximity to the project site; Current/past relevant project experience; and References.As required by O.R.C. 153.65-.71, responding firms will be evaluated and ranked in order of qualification.Statement of Qualifications shall be sealed and marked as: RFQ – SR14 / SR46 / SR164 Traffic Signal Replacement Project and are to be mailed or delivered to: City of Columbiana, 28 West Friend Street, Columbiana, Ohio 44408; Attention: Lance Willard, City ManagerPublished in the Morning Journal, The Review and Salem newspapers, April 25, May 2, 2026
