MVSD seeks qualifications for engineering services for valve actuator replacement project.

MAHONING VALLEY SANITARY DISTRICTFILTRATION SYSTEM VALVE ACTUATOR REPLACEMENT PROJECT REQUEST FOR STATEMENTS OF QUALIFICATIONS(CONTRACT # G-171)
The Mahoning Valley Sanitary District (MVSD) is requesting statement of qualifications from professional engineering firms to provide design services, bidding support and limited-construction phase engineering services for the replacement of Filter Valve Actuators installed on sixteen (16) filters at the water treatment plant.Project BackgroundMVSD operates rapid sand filters equipped with electric actuators (AUMA) originally installed in 2005. These actuators are no longer in production and replacement parts are no longer readily available.Existing valve and actuator configurations include:Existing Actuator type: AUMAProposed Actuator Type: Harold Beck & SonsValve sizes: Thirty-two (32) – 30-inch Butterfly valves; Thirty-two (32) – 30-inch Butterfly valves; Forty-two (42) – 10-inch Butterfly valves; Twelve (12) – 8-inch Butterfly valves; and Ten (10) – 6-inch Butterfly valves.Scope of ServicesThe selected engineering firm will be expected to perform a field review of existing valves, actuators, mounting hardware, conduit, wiring and power supply; verify valve torque requirements, shaft dimensions, and actuator mounting compatibility with the Harold Beck & Sons design representative, and develop design drawings, specification and opinion of construction cost.
Estimated Date of AuthorizationIt is anticipated that the selected Firm will be authorized to proceed by March 2026
Completion ScheduleThe plans are to be completed within three (3) months from the date of authorization
Requirements for Statement of Qualifications (SOQ)SOQ shall be limited to ten (10) 8½" x 11" single sided pages plus two (2) pages for the Project Approach.
Statement of qualifications should include information regarding the firm's history, education, and experience of key technical personnel; the technical expertise of the firm's current staff; the firm's experience in the same type of project; availability of staff; current references; hourly rates; overhead and profit costs. Description of past projects should include the project schedule, status of the project, estimated project costs, actual project cost and the costs associated with all change orders on the project.
Provide a description of your project approach, not to exceed two pages. Confirm that the firm has visited the site and address your firm's technical approach, understanding of the project, project specific plan for ensuring increased quality, reduced project delivery time and reduced project costs.
Statement of Qualifications that are incomplete or fail to follow the instructions provided within this notice will not be considered.
Firms interested in being considered for selection should respond by submitting Four (4) copies of the SOQ to the following address no later than 3:00 PM on Tuesday, March 3, 2026.

Statements received after the deadline will not be considered. Responding firms shall be selected in accordance with ORC 153.65-71. No payment shall be made for cost incurred in the preparation of a response to this request.
