VILLAGE OF MOUNT GILEAD WTP IMPROVEMENTS ADVERTISEMENT FOR BIDS Sealed bids for the construction of the MOUNT GILEAD WTP IMPROVEMENTS FOR THE VILLAGE OF MOUNT GILEAD, OHIO will be received at 72 West High Street, Mt Gilead, Ohio, 43338, until 11:00 AM (local time) on Friday, April 10, 2026 at which time the Bids will be publicly opened and read aloud. The proposed work consists of improvements to the existing Mount Gilead Water Treatment Plant (WTP) to replace existing pressure filters, ion exchange softeners, and controls. The existing chlorine gas disinfection system will be demolished and replaced with a sodium hypochlorite disinfection system. Other upgrades include flow meter replacement, installation of a new bulk water filling station, and brine system replacement. The Engineers Estimate for the base bid including allowances is $7,705,000. Copies of the Contract Documents are on file at ARC Document Solutions at 1159 Dublin Road, Suite 300, Columbus, Ohio 43215 (Phone 614-224-5149) where they are available for viewing by prospective bidders. Paper copies of the Contract Documents are available for a nonrefundable charge of $280.00 during business hours at the same address. Make checks payable to ARC Columbus. Shipping fees are not included and shall be paid by the recipient. Digital copies of the Contract Documents are available for a nonrefundable charge of $35.00. Bidders who submit a Bid must be registered as a Plan Holder at the Issuing Office (ARC Document Solutions). Bids from Bidders who are not on the Plan Holders List may be considered unresponsive. Plan Holders are requested to provide an e-mail address to receive addenda and other information electronically. Plan Holders are requested to designate whether they are a prime contractor, subcontractor, or supplier if they want this information posted on the project Plan Holders List. Bids must be accompanied by Bid security in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid, or a certified check, cashiers check, or letter of credit pursuant to Chapter 1305 of the ORC, in the amount of 10% of the bid, made payable to the Village of Mount Gilead. Bidders must comply with the stricter of the prevailing wage rates for Public Improvements in Morrow County and the Village of Mount Gilead, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, 614.644.2239 or the Davis-Bacon Act wage rates as published by the US Secretary of Labor,https://sam.gov/wage-determinations. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). The Village of Mount Gilead, Ohio reserves the right to reject any or all Bids, and to waive any nonconformities not involving price, time, or changes in the work.
