City of Oberlin - Public Works Standards Construction and Materials Specifications 00011 INVITATION TO BID Sealed bids for Contract 2026-03 Depot Park path & Parking Lot Improvements will be received at the Public Works Office 85 South Main Street, Oberlin, Ohio 44074, until 10:00 a.m. on April 21, 2026, at which time and place said bids will be publicly opened and read aloud. Specifications, plans and bidding documents may be obtained upon depositing a nonrefundable check in the amount of Thirty Five ($35.00) Dollars made payable to the CITY OF OBERLIN for each contract, from the office of the Department of Public Works at the Municipal Building (440-775-7218). Specifications will also be filed in the plan room of the F. W. Dodge Corporation. All bids shall be signed and submitted on the forms bound in the contract documents. Bids shall be submitted in a sealed envelope marked "Bid for Contract 2026-03 Depot park Path & Parking Lot Improvements" Each bid must be accompanied by a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code which shall be either a certified check payable to the City of Oberlin, or a bid bond satisfactory to the City, in the sum of ten percent (10%) of the price bid. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. There will be a Non-mandatory prebid meeting in the Municipal Building, 85 South Main Street, Oberlin, Ohio 44074, at 2:00p.m., April 13, 2026. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each biddter must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be substantially completed no later than 152 calendar days from the Notice to Proceed. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. This will be performed in accordance with the Equal Employment Opportunity Projgram of the City of Oberlin. Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County and the City of Oberlin, Ohio as determined by the Ohio Department of Commerce, Division of Labor and Work Safety (614) 644-2239. All questions about the meaning or intent of the Contract Documents are to be directed to the City Engineer-Randall Roberts, PE 85 South Main Street, Oberlin, OH 44074 rroberts@cityofoberlin.com Interpretations or clarifications considered necessary by the City in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the City as having recieved the Bidding Docuements. Questions received less than five days prior to the date for opening the Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The City of Oberlin reserves the right to accept the lowest and/or best bid, to reject any or all bids, to waive any informalities in the bids received, and enter into the contract which, in the sole judgement of the City, will best suit the City's needs.
