LEGAL ADVERTISEMENT Sealed bids will be received by the Director of Public Service of the City of Parma Heights electronically through Bid Express (www.bidexpress.com) until 11:30 A.M. local time on Monday, March 23, 2026 for: Mandalay Dr Resurfacing, in accordance with Ord. 2025-51 Copies of bidding and contract documents are available online through Bid Express at https://www.bidexpress.com/businesses/66329/home. All bidders must register with Bid Express to submit a bid. All questions through the bidding period shall be submitted through Bid Express. Only electronic bids submitted through Bid Express will be accepted. Each bid for each project must be accompanied by a certified check on a solvent bank in the amount of 10% of the bid or a 100% Bid Bond, the same being payable to the City as a guarantee that, if the bid is accepted, a Contract will be entered into and a Performance Bond satisfactory to said municipality in an amount equal to 100% of the total bid will be furnished. The deposit of the successful bidder will be retained until the Contract is properly executed and delivered. Deposits of all unsuccessful bidders will be returned following the award. Questions during the bidding period shall be submitted electronically through Bid Express. The City reserves the right to accept all or any part of any bid and to reject any and all bids, and to waive any informality in the bids received, and to accept any bid, or combination of bids, which it deems lowest and best. Bidders shall be a planholder of record with the City in order for their bid to be considered. The City is an Equal Opportunity Employer and does not discriminate against the physically impaired. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual orientation, gender identity, national origin, disability or veteran status. The Cuyahoga County prevailing wage rate scale shall be paid by the contractor to all laborers and workers involved in the performance of the work, in accordance with the schedule of wages determined by the United States Department of Labor. A bidder/ contractor will be deemed committed to the Department of Labor's goals and timetables for the Cleveland, Ohio areas as specified in the Notice of Requirements for Affirmative Action to ensure Equal Employment Opportunity Executive Order 11246 by submitting a properly signed bid. Small Business Enterprises (SBE's) are encouraged to participate on this project. The goal for SBE participation is 35% of total contract award for this project. The requirements of the "Build America, Buy America" Act apply to this project. A copy of the bid specification package will be mailed to the offices of Cuyahoga County's Department of Development located at 2079 E. 9th St., 7th floor office 7-303, Cleveland, Ohio 44115.
