Sealed bids for the Slide Gate Replacement Project, located in the City of Struthers, Ohio, will be received in person until 11:00 AM on Thursday, March 26th, 2026 at:Office of the Safety Service Director6 Elm StreetStruthers, OH 44471The bids will be publicly opened and read aloud by Anthony Lariccia, Safety Service Director, or his designee, immediately at the close of the bid period. All sealed bids should be clearly marked "Slide Gate Replacement Project” on the outside of the envelope. Any bids received after the time designated in this advertisement will be returned unopened.The project is located in the City of Struthers, Ohio. This project includes the removal of an existing slide gate (SL-5) at the wastewater treatment plant located at 530 Lowellville Road, Struthers Ohio and furnishing and installing all labor, equipment, materials and incidentals required to install a new stainless steel slide gate at the same location. Engineers' opinion of probable cost for the project is $133,370.00.The City of Struthers will utilize ARC Grant funding to fund 35% of the cost of this project. The total amount of ARC Grant Funds available for this project is $46,679.50.Complete sets of Bidding Documents will be issued to Bidders only by AA Blueprint, beginning Monday, March 2nd, 2026, at a cost of Twenty-Five Dollars ($25.00). Checks or Money Orders are to be made payable to AA Blueprint located at 2757 Gilchrist Rd. Akron, Ohio 44305, or can be purchased on their website www.aablueprint.com. Any cost for mailing is an additional charge payable to AA Blueprint.Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and scope. Each bidder is required to furnish with his proposal a Bid Guarantee and Contract Bond in accordance to Section 153.54 of the Ohio Revised Code. The bid bond may be in the form of a bid guarantee, letter of credit for 100% of the project, or certified check from a solvent bank or cash in the amount of 10% of the total bid submitted. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide such surety. Checks should be made payable to the City of Streetsboro. Bid guarantees/bid bonds will be returned to all unsuccessful bidders. The owner intends and requires Final Completion for this project to be no later than November 20th, 2026.All questions concerning the project should be emailed directed to Mark Ciccone, mciccone@cityofstruthers.com. The last date for questions shall be March 20, 2026 at 4:00 PM.All contractors and subcontractors involved with the project will, to comply with the Buy American Act, and use American made products, materials, services and labor in the implementation of the project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the prevailing wage rates on Public Improvements in Mahoning County as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239.Bidders are required to use the bidding forms included in the contract/bidding specifications. The complete bid book shall be returned as a part of the bid. The City of Struthers reserves the right to reject any and all bids, to waive any and all informalities and the right to disregard all non-conforming, non-responsive, unbalanced or conditional bids.
