ADVERTISEMENT FOR BIDS Sealed proposals will be received by the Board of Mahoning County Commissioners until BID OPENING DATE : 2:00 pm Wednesday, May 13, 2026 , @ the Office of the Mahoning County Purchasing Department in the Mahoning County Administration Building, Suite 100, 21 West Boardman Street, Youngstown, Ohio 44503, and opened and read for:MAH-CR 135-0.00 Glenwood Avenue Road Diet ProjectThe project will reduce the existing four lane Glenwood Avenue, between Western Reserve Road and Midlothian Boulevard, to a two lane road with a center two way left turn lane. A roundabout will be constructed at the intersection of Glenwood Avenue and Wildwood Drive. The existing traffic signals at Glenwood Avenue and Shields Road and Brookwood Road/Overhill Road will be upgraded. A copy of the plans and specifications MUST be obtained at the Mahoning County Purchasing Department in the Mahoning County Administration Building, Suite 100, 21 West Boardman Street, Youngstown, Ohio 44503 for a fee of TWENTY FIVE DOLLARS ($25.00) plus postage and handling (if applicable) for each set, which is non-refundable. Checks are to be made payable to Treasurer of Mahoning County. Failure to obtain a copy of the plans and specifications from the Mahoning County Purchasing Department may result in bid rejection/s due to non-compliance with fee requirements and official addendum notification/s. For all bids in excess of $79,568.00 , a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law.A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not then be required.A payment bond in the amount of 100% of the estimated cost of the work conditioned for the payment by the Contractor and all Subcontractors for labor performed and materials furnished in connection with the project involved. The Ohio Department of Transportation must be listed as an additional bond oblige.Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is licensed to do business in Ohio.Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any contract for which no such affidavit has been submitted. All Contractors must be pre-qualified with the Ohio Department of Transportation.The required contract provisions for federal-aid construction contracts contained in the Federal Bid Doc Template is hereby incorporated by reference. These rules and regulations shall apply to all work to be done under this contract. If any provisions of these rules and regulations conflict with any other clauses of this contract, the Federal Bid Doc Template shall govern. This project is funded by the Federal Highway Administration and thus all bidders shall comply with the prevailing wage rates as determined by the United States Secretary of Labor, along with other provisions included within the contract documents that are applicable to Federal-Aid projectsSmall Business (SBE) Requirement. SBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as SBE's.WAIVER PROCESS FOR SBE GOALS: Federal Bid Doc Template, Good Faith Effort (GFEs).The Contractor is required to comply with “Buy America, Build America” BABA provision found in section 70914 of the Infrastructure Investments and Jobs Act, Pub. L. 117-58, sections 70901-52 (the “Act”). The Act includes strict domestic source requirements for iron, steel, manufactured products, and construction materials used in infrastructure projects. In accordance with section 70914 of the Act, all iron, steel, manufactured products, and construction materials used in the Project must be produced in the United States and the Contractor shall include this requirement in all bid specifications, contracts, purchase orders, and other procurement documents for goods and materials used in the Project.The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. In addition, the Board of Mahoning County Commissioners reserves the right to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio Revised Code Section 125.04. No bids may be withdrawn for at least sixty (60) days after the opening thereof.Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin. There is a SBE goal on this project of 8%. The Engineer's Estimate is $8,271,000.00 Clearly indicate the item being bid, as well as the name and address of the person or business submitting the bid, on the outside of the sealed envelope containing the bid. Entire contract book must be completed and returned intact.
