ADVERTISEMENT FOR BIDS CITY OF NEW FRANKLIN SUM SR 0093 02.700 General Notice City of New Franklin (Owner) is requesting Bids for the construction of the following Project: SUM SR 0093 02.700 Owner will use Bid Express® for all public infrastructure bidding at www.bidexpress.com. You must register for a FREE vendor account to use the Bid Express service. Owner has implemented electronic signature bidding. Bids for this project will be taken electronically, until 3/17/2026, at 10:00:00 AM local time. At that time the Bids received will be publicly published immediately thereafter. The Project includes the following Work: Resurfacing of Manchester Road (SR 93) in the City of New Franklinfor approximately 5,460' with pavement repair and pavement markings. Owner anticipates that the Project's total bid price will be approximately $615000. The Project has an expected duration of 2 months, to be completed prior to 10/1/2026. Obtaining the Bidding Documents Contract Documents for the Project can be found at the following designated website by searching for City of New Franklin: "the Bid Express® service at www.bidexpress.com" Bidding Documents may be downloaded from the designated website. Please note that in order to be considered as a "responsive bidder" for this project, you must submit bids electronically via Bid Express, and follow all instructions provided. Bids not submitted electronically via Bid Express will be disqualified. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bids shall be accompanied by a Bid Guaranty Bond for the full amount (100%) of the Bid, in favor of the "Owner" or a certified check, cashier's check, or letter of credit pursuant to Chapter 1305 of the Ohio Revised Code, in the amount of 10% of the Bid, payable to the "Owner". All Contractors and all subcontractors must be pre-qualified by ODOT in the specific work item they intend to perform. The required contract provisions for state-aid construction contracts contained in the ODOT LPA Template is hereby incorporated by reference. These rules and regulations shall apply to all work to be done under this contract. If any provisions of these rules and regulations conflict with any other clauses of this contract, the ODOT LPA Template shall govern. This contract is subject to Ohio Prevailing Wage Laws, Chapter 4115 of the Ohio Revised Code. The contractor and all subcontractors shall comply with the provisions contained therein or as otherwise provided in this contract. Pursuant to Ohio Revised Code 122.922, amended 9/30/2021, guiding EDGE program requirements, the percentage goal of 7% of this bid is the percent of the awarded contractor's bid. The percentage goal may be met if the contractor is EDGE certified or by subcontracting to certified EDGE firms. EDGE certified firms are those who have been certified by the Ohio Department of Development. If not EDGE certified, the contractor must use its best effort to solicit quotes from and to utilize EDGE subcontractors/suppliers on this project. The Project is anticipated to commence on or about August 1, 2026, following completion of a preceding sewer construction project, as more fully described in the Contract Documents. The Owner reserves the right to reject any and all bids, to waive any informalities in the bids received, and to accept any bid which it deems most favorable.
