Village of Garrettsville 2026 Paving Project Garrettsville Village will accept sealed bid proposals for the 2026 Bill Phelps Village Park Entrance Drive, Clover Lane, Liberty Street, Maple Avenue, Meadow Run and South Park Project. Project includes the paving of various road segments in Garrettsville Village, Ohio. Bids will be received at the office of the Fiscal Officer of Garrettsville Village, located at 8213 High Street, Garrettsville Village, Ohio, 44231 until 11:00, a.m. local time on Friday, March 6, 2026 for furnishing all labor, materials and equipment necessary to complete the project. Contract documents, bid sheets, plan and specifications can be obtained at the office of the Fiscal Officer of Garrettsville Village or may be emailed upon request by calling 330-527-4424. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code in favor of Garrettsville Village. Bid Security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety the purpose of which shall be to assure that the bidder, if determined to be the lowest and best bidder, enters into a contract with the municipality and that the bid bond so posted is to be paid to the Village as stipulated or liquidated damages in case of failure or refusal to enter into the contract as provided. The bonds of unsuccessful bidders will be canceled, and the checks of unsuccessful bidders will be returned. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than August 16, 2026. All contractors & sub-contractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required, Bidders must comply with the prevailing wage rates on Public Improvements in Portage County and Garrettsville Village, Ohio, as determined by the Ohio Department of Commerce, Bureau of Wage & Hour Administration. Each sealed proposal shall be clearly marked on the front of the envelope "2026 Bill Phelps Village Park Entrance Drive, Clover Lane, Liberty Street, Maple Avenue, Meadow Run and South Park Project.". No bid will be considered unless it is delivered to the office of the Fiscal Officer prior to eleven o'clock a.m. (11:00 a.m.), local time, on Friday, March 6, 2026 at which time the bids will be publicly opened and read. Garrettsville Village reserves the right to enter into a contract with the lowest and best bidder and further reserves the right to reject any and all bids.
