LEGAL NOTICE TO BIDDERS Sealed bids will be received by the City of New Philadelphia at the New Philadelphia Service Director's Office, 150 East High Avenue, Suite 200, New Philadelphia, Ohio 44663 until one thirty (1:30) pm, local time, on Wednesday, the 8th day of April, 2026. Said bids will be opened in city council chambers and publicly read for the Harry Clever Field – T-Hangar and Taxilane Construction project for use by the City of New Philadelphia, in accordance with the plans and specifications on file in bid #2026-1 – THangar and Taxilane Construction. The T-Hangar and Taxilane Construction project generally consists of the con-struction of a t-hangar building and adjacent taxilane. The contract shall be let in accordance with the Bidding Documents (as defined in the Instructions to Bidders included therein) on file at the Harry Clever Field, Terminal building, 1834 E. High Avenue, New Philadelphia, Ohio 44663. Each bid shall contain the full name of each person or company submitting a bid and shall be accompanied by either: (1) A bond in accordance with division (B) of the ORC 153.54 for the full amount of the bid; or (2) A certified check, cashier's check, or letter of credit pursuant to Chapter 1305 of the ORC, in accordance with division (C) of ORC 153.54. Any such letter of credit is revocable only at the option of the City of New Philadelphia. The amount of the certified check, cashier's check, or letter of credit shall be equal to ten percent (10%) of the bid. Bidders are advised that HB 308 rules apply. Contractors or suppliers shall furnish MSDS sheets for any hazardous substance brought onto the Airport property and/or job site. Plans and specifications can be viewed and ordered at www.neblueplanroom.com under the All Public Jobs button or by contacting Northeast Blueprint directly at (216) 261-7500. Contractors must purchase the bid documents at their own expense for a document fee of one hundred fifty dollars ($150.00) payable to Northeast Blueprint for hard copies plus shipping costs or eighty dollars ($80.00) payable to Northeast Blueprint for electronic download only. A receipt for the purchase of the bid packet must be included as a part of a properly submitted bid. Accordingly, without the inclusion of the receipt, the bid will be deficient. A pre-bid meeting will be held at Harry Clever Field Airport, Terminal Building, 1834 E. High Avenue, New Philadelphia, Ohio 44663 at two o'clock (2:00) p.m., local time, on Tuesday March 10th, 2026, for this project. Prospective bidders can coordinate with the City's Service Director and/or Airport Manager to schedule any site visits as needed. Prospective bidders may address inquiries to Yamini Gowda, PE, Project Manager. Questions must be submitted in writing via email to yamini.gowda@mbakerintl.com. All questions must be received by five o'clock (5:00) p.m., local time, on Monday, March 30th, 2026. Each bid must be in a sealed envelope and the outside thereof properly marked with the Quotation Number, Date and Time of the bid opening. All bids must be identified by marking sealed envelope: No bidder may withdraw his/her bid within one hundred and twenty (120) days after the actual date of the opening thereof. The City of New Philadelphia reserves the right to reject any or all bids, to waive any informalities and to award the bid or bids to the lowest responsive and responsible bidder as deemed to be in the best interest of the City, as determined by the City of New Philadelphia.
