ORDINANCE NO. 8738 AN ORDINANCE AUTHORIZING A TASK FORCE AGREEMENT FOR SHARED PERSONNEL WITH VARIOUS JURISDICTIONS COMPRISING THE MULTI-AREA NARCOTICS UNIT AND DECLARING AN EMERGENCY WHEREAS, the City is a member of the Multi-Area Narcotics Unit (“M.A.N. Unit”) task force comprising of at least nine political subdivisions for the purpose of combatting drug trafficking and associated criminal activity; and, WHEREAS, the City is willing to provide one of its Police Division employees to command the M.A.N. Unit in exchange for a full reimbursement of the employee's salary and benefits; and, WHEREAS, Section 2.12 of the City Charter provides Council with the authority to “fix the number of employees in the various departments of the City and fix the rate of their compensation.” This assignment to the task force will require the City to hire an additional police officer in order to maintain its level of service for residents; and, WHEREAS, Council finds the proposed amendment to
