PUBLIC NOTICE CITY OF CANTON COMMUNITY DEVELOPMENT Public Hearing and Comment Period Public Hearing The City of Canton will hold a Public Hearing on its FY 2026 draft Annual Action Plan on May 7, 2026, at 10:00 A.M, at the City of Canton Council Chambers, 218 Cleveland Ave S.W., Canton, Ohio 44702. The purpose of this hearing will be to obtain citizen input and comments on the City's draft Action plans. Consolidated Plan Summary As an “entitlement” community, the City of Canton receives an annual allocation of federal formula grant funding of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) program funds from the U.S. Department of Housing and Urban Development (HUD). As such, the City must develop an Annual Action Plan that describes the housing and community development needs, objectives, and activities to be carried out with these funds. The City has completed its draft FY 2026 Annual Action Plan and is required to allow Canton community members to comment on the draft of the plans. Based on actual funding allocated by HUD for FY 2025, an estimated total of $3.4m is available for the 2026 Action Plan period as follows: • Community Development Block Grant (CDBG) - $2,536,505.00 • HOME Investment Partnership Program (HOME) - $659,234.32 • Emergency Solutions Grant (ESG) - $224,251.00 The City of Canton's Community Development Annual Action Plan describes the City's priority community development needs eligible for assistance under the CDBG, ESG, and HOME Programs, including an assessment of housing, homelessness, public facilities, infrastructure improvements, public services, accessibility, historic preservation, economic development, and planning needs. CDBG Rental Rehab – Original Budget $75,120 – Allocation -$75,120 – Revised Budget $0.00 Homeowner Rehab – Original Budget - $430,000 -Allocation +$75,120 – Revised Budget $505,120 Citizen Comment Period The draft of the City of Canton's FY 2026 Annual Action Plan will be available for public review starting April 9, 2026 at the following locations: • Department of Community Development, 218 Cleveland Ave SW, 5th Floor, Canton, Ohio 44702 • City of Canton website: www.cantonohio.gov/261/Department-Action-Plans-and-Reports The City of Canton will receive comments on the FY 2026 Annual Action Plan draft starting April 9, 2026 until May 8, 2026. Comments received after May 8, 2026 cannot be considered. Comments on the Plan and Budget should be emailed to community development@cantonohio .gov. All citizens, particularly low- and moderate-income residents of slum and blighted areas, are encouraged to submit their views and proposals regarding com-munity development and housing needs. Accommodations will be made for disabled and non-English speaking individuals provided a (5) day notice is received by the City of Canton Department of Community Development. City Hall is a handicap accessible building. Pre-award Costs Pursuant to 24 CFR 91.15(a)(1), the City of Canton should submit its Annual Action Plan to HUD at least 45 days before the program year start date of July 1st. On February 3, 2026, Congress passed HUD's FY 2026 appropriations in Public Law. HUD has not announced the grantees allocation as of 3/31/26. The City will incur Pre-award Costs because of the delayed enactment of FY 2026 appropriations. These pre-award costs will be necessary to not interrupt the ongoing planning and administration of the CDBG grant. These pre-award costs will not affect future grants and will only be used for public service, planning and administration of the CDBG grant. Published in The Repository on April 5, 2026.
