PY 2026 COMMUNITY DEVELOPMENT BLOCK GRANT SMALL CITIES PROGRAM NOTICE of PUBLIC HEARING 2 of 2 for APPLICATION May 4, 2026 - 6:30 PM The City of Wooster intends to apply to the Ohio Department of Development, Office of Community Infrastructure, for funding available under the federally funded Community Development Block Grant (CDBG) Small Cities Program it administers. The City's second of two public hearings will be held on Monday, May 4, 2026 at 6:30 pm at Wooster City Hall, inside Council Chambers, located at 538 N. Market St., Wooster, Ohio 44691 The City of Wooster proposes to apply for and utilize a requested $150,000 CDBG Allocation Grant for Transportation and up to $500,000 CDBG Critical Infrastructure Grant for a waterline replacement. PY 2026 CDBG Allocation Grant, Activity 1: City of Wooster Transportation Program: $150,000. Proposes to continue the enhancement and expansion of transportation services to elderly and disabled residents. This project meets the national objective of serving Limited Clientele. PY 2026 CDBG Critical Infrastructure Grant, Activity 1: Grant and Vine Waterline Replacement Project: $500,000. Proposes to replace a failing cast-iron waterline measuring between 4 inches and 16 inches along S. Grant Street and W. Vine Street with a new 16-inch ductile-iron waterline, which will ensure reliable water access for residents. This project meets the national objective of providing an area benefit to low to moderate income residents. Additionally, contingent on satisfactory review of all public comments, Wooster City Council will host a first reading of legislation to authorize applications for the above projects at its regularly scheduled public meeting on May 4th, at 7:00 pm in the same location as this public hearing. Formal action to authorize the applications is anticipated at City Council's May 18th meeting at 7:00 pm. The City of Wooster intends to file its PY 2026 grant applications for the Allocation and Critical Infrastructure programs with the State of Ohio on or before June 10, 2026. Citizens are encouraged to attend the public hearing to express their views on the proposed activities. Comments are also welcomed over email (Jmillea@woosteroh.com) or phone (330.263.5250), or sent in the mail via "Attn: Jonathan Millea, Economic Development, City of Wooster, 538 N. Market Street, Wooster Ohio 44691". To be considered, comments must be received no later than the date and time of the hearing. Special auxiliary aids for handicapped persons are available upon request. At least five (5) days' notice is required prior to a meeting.
