WELLS HS MODERNIZATION ("Project") being performed for Portland Public Schools ("Owner") requests sub-bid proposals for Bid Package #2 - Fire Suppression, Steel Detailing, Stairs, Soil Anchors & Facade.
A non-mandatory, but strongly encouraged, virtual Pre-bid Meeting has been scheduled for 11:00 A.M., MAY 12, 2026 via Microsoft Teams. Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., JUNE 2, 2026.
A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted. Questionnaire can be found at https://www.hoffmancorp.com/trade-partners/#prequalification and may be attached as a separate file or submitted separately. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.
Bidders must be properly licensed with the Oregon Construction Contractors Board ("CCB") at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C. A District Specific Insurance Program ("DSIP") for on-site operations is being provided for general liability.

Owner and Contractor are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority business enterprises, women business enterprises, veteran business enterprises and emerging small businesses (D/M/W/VBE/ESB). Subcontractor shall strive to award at least 18% of the total amount Contractor pays Subcontractor to firms certified by the State of Oregon Certification Office of Business Inclusion and Diversity (COBID), States of Oregon, Washington and California by the US DOT as a Disadvantaged Business Enterprise or the State of Washington Office of Minority and Woman Business Enterprises (OMWBE). Prime-tier Subcontractors that are not Certified Firms will have the same goal of utilizing lower-tier D/M/W/SDV/ESB firms for 18% of their Subcontract value. Mentorship of smaller, growing D/M/W/SDV/ESB firms is encouraged.
