ADVERTISEMENT FOR BIDS BOROUGH OF CORNWALL SNITZ CREEK PARK IMPROVEMENTS Bids for the construction of the Snitz Creek Park Improvements shall be submitted electronically via the PennBid Program (www.PennBid.net) until Monday April 6, 2026 at 4:00 p.m., prevailing time. Bids will be publicly opened electronically at that time. No paper bids will be accepted. Cornwall Borough Council, at its public meeting on Monday, April 13, 2026 at 7:00 p.m., at the Cornwall Borough Municipal Building, 44 Rexmont Road, Lebanon, PA 17042, will consider a conditional award to the lowest qualified and responsible bidder, subject to concurrence by the Pennsylvania Department of Conservation and Natural Resources (DCNR). Copies of the Contract Documents are available at no cost at www.PennBid.net. All questions regarding the Contract Documents shall be submitted through the “Ask a Question” feature in PennBid. No questions will be accepted by telephone or e-mail. Each bid shall be accompanied by bid security in the amount of ten percent (10%) of the total bid, in the form of a certified check or bid bond payable to Cornwall Borough, and uploaded with the electronic submission via PennBid. The successful bidder shall deliver the original bid security to the Borough within forty-eight (48) hours of bid opening. A Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract price, will be required. This project is subject to the Pennsylvania Prevailing Wage Act. The successful bidder shall comply with all applicable federal and state nondiscrimination laws, including the Pennsylvania Human Relations Act. Cornwall Borough reserves the right to reject any or all bids or to waive any informalities. PADOT prequalification of bidders as specified in Publication 408 Section 102.01 is NOT required for this project. Bidders are advised that they must comply with all State anti-kickback regulations pertaining to work associated with this project. Prebid Conference will be held at Cornwall Borough Hall, 44 Rexmont Road, Lebanon, PA 17042 on March 18, 2026 at 9:30 am. Prospective bidders may discuss the project at that time with representatives of the Owner. All bids shall remain irrevocable for sixty (60) days from the bid opening, unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for one hundred twenty (120) days in compliance with Act 317 of 1978.
