BID NOTICE The Borough of Lewisburg will receive sealed bids, one (1) original and two (2) copies, for Contract 2026-01 for construction of South Eighth Street/White Pine Alley RAB, at the Lewisburg Borough Office, 55 South Fifth Street, Lewisburg PA 17837 until 2 pm prevailing time, Wednesday, March 25, 2026. Bids will be publicly opened and read aloud at that time. Contract 2026-01 includes but is not limited to site clearing and grubbing, storm drain construction, alley grading, concrete sidewalk and curbing construction, full depth pavement construction, pavement restoration, and other miscellaneous street and alley improvements. An electronic copy of the Bid Documents may be obtained at the Office of the Engineer, PennCore Consulting by emailing Brian Schultz, project manager at bschultz@penncoreconsulting.com. Hardcopy documents may also be obtained at PennCore Consulting, located at 999 Main Street, South Williamsport, PA 17702 during the hours of 8:00am and 4:00pm, Monday through Friday upon payment of seventy-five dollars ($75.00) non-refundable for each set of documents. Addenda, if any, will be issued to only those persons whose name and address are on record with the Engineer as having obtained the Contract Documents. All questions about the meaning or intent of the Bidding Documents are to be sent in writing to PennCore Consulting in accordance with the Instructions to Bidders until 4:00pm, Wednesday, March 18, 2026. Telephone inquiries are unacceptable. A certified check or bank draft payable to the order of Borough of Lewisburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. The Borough of Lewisburg is utilizing federal funds for this project, and Union County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. In accordance with the Buy America, Build America Act, Union County must also adhere to such requirements, the bidders/offerors must adhere to these requirements and submit the included certification. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. Union County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. All bids may be held by the Borough of Lewisburg and are irrevocable for 60 days after the bid opening date, with the right to extend the time to 120 days if additional time is required. The Lewisburg Borough reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough, and to reject any or all bids.
