INVITATION TO BID Project Name: Rehabilitate Airfield Lighting and Signage Airport: Penn Valley Airport Location: Selinsgrove, PA The Penn Valley Airport Authority (the "Owner") is requesting Bids for furnishing all labor, materials, and equipment and performing all Work for the above-named Project. Sealed Bids will be received by the Owner at 100 Airport Road, Selinsgrove, PA 17870no later than 2:00 PM local time on March 24th, 2026. Bid submissions must include the Bidder's name and business address, Project name, and Airport name and location on the lower left corner of the sealed Bid envelope. Received Bids will be opened publicly and read aloud immediately after the submission deadline. Bidding Documents are open to the public for viewing at the Penn Valley Airport.Prospective Bidders may obtain information and Bidding Documents for the Project at https://bidders.deltaairport.com/. Hardcopy and digital (PDF) copies are available for purchase. Bids must be accompanied by a Bid guarantee in the form of a Bid bond or certified checkin the amount of not less than five (5) percent of the total amount Bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract price will be required for the successful Bidder. No Bid may be withdrawn for a period of 60calendar days after the date of receiving Bids, except that Bids for any Bidder who consents to extend the Bid Award date may, at the request of the Owner, be held for consideration for such longer period as may be agreed to, but in no event exceeding 200 calendar days. A pre-bid conference has been scheduled for 11:00AM local time, March 12th, 2026 and will be held in person at 100 Airport Road, Selinsgrove, PA 17870, in the Airport Conference Room. This Project is anticipated to be funded in part by the Federal Aviation Administration (FAA). Accordingly, any Contract awarded under this Invitation for Bids will be subject to the applicable federal regulations in effect at the time of the underlying grant award, which include all requirements set out in the Bidding and Contract Documents which incorporate Federal Contract Provisions that include but are not limited to the Buy American Preference, Civil Rights Title VI Assurances, Disadvantaged Business Enterprise Participation, Foreign Trade Restrictions, Davis-Bacon Requirements, Governmentwide Debarment and Suspension Disclosure, Disclosure of Lobbying, and Procurement of Recovered Materials. The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, creed, sex, age, or disability in consideration for an award. This Project is subject to the Build America, Buy America Act (BABA). Bidders must certify that all construction materials are manufactured in the U.S. The successful Bidder shall commence Work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete Work within the time prescribed in the Contract Documents.
