INVITATION FOR BIDS MAROTTA/MAIN ARCHITECTS Sunbury Housing Authority 700 North 4th Street 705 Market Street Suite A Sunbury, Pennsylvania Sunbury, Pennsylvania 17801 Telephone: 570-286-2526 Project: Elevator Modernization at Scott and Chestnut Towers Sunbury, Pennsylvania The Sunbury Housing Authority will receive bids from bona fide General Construction, Mechanical Construction and Electrical Construction contract bidders for the following construction work: The base bid includes the modernization of the existing elevators, associated equipment, and all associated work at Scott and Chestnut Towers. Refer to drawings and specifications for additional information. The Sunbury Housing Authority will receive sealed bid proposals from bona fide contract bidders until 1:00 P.M., prevailing time, Wednesday, May 06, 2026 at the offices of the Housing Authority, 705 Market Street, Sunbury, Pennsylvania. Bids will be opened and read publicly immediately after. Bids received after the stated due date and time will not be accepted. The proposed contract documents may be examined at the office of the Housing Authority and the Architect. Bona fide contract bidders may secure copies of the bid documents from the Architect on the following basis: One set of Drawings and Specifications upon receipt of a $80.00 non-refundable check made payable to the Architect. All postage/handling fees will be paid for by the prime contractor. A PDF copy of the contract documents will also be available to be emailed to a prime bidder. Notify the Architect's office to provide email and any other information required to send documents. A certified check or bank draft, payable to the Sunbury Housing Authority, U.S. Government Bonds, or a satisfactory Bid Bond, executed by the bidder and acceptable surety (Treasury Listed) to the Housing Authority in an amount equal to ten (10%) percent of the Base Bid is required to be submitted with the sealed bid proposal. If a bid guarantee is not received, the Housing Authority will reject the bid proposal. The successful bidder will be required to furnish and pay for a satisfactory Performance and Labor & Material Payment Bond, each in an amount equal to one-hundred (100%) percent of the contract price. Surety must be listed on the current U.S. Treasury Circular No. 570. A one year Maintenance Bond will also be required from the successful bidder. Costs for all bonds is the responsibility of the contractor and shall be included as part of the submitted Base Bid. Attention is called to the provision for equal employment opportunity and the compliance with Section 3 Regulations (employment opportunities for low-income persons in HUD-funded construction and modernization projects) and the payment of not less than the wages set forth in the Specifications. Prebid Meeting (NON-MANDATORY): All prime contractors intending to place a Bid Proposal are invited to attend a Non-Mandatory Prebid meeting held on Wednesday, April 08, 2026, at 10:00 A.M., prevailing time, in the Scott Tower Community Room, 705 Market Street, Sunbury PA. No bids shall be withdrawn for a period of sixty (60) calendar days subsequent to the opening date of the bids without the written consent of the Housing Authority.
