INVITATION FOR BIDS
The Fannett Metal School District will electronically receive sealed bids for "Elementary Roof Replacement" via the PennBid Program (https://pennbid.bonfirehub.com) until 2:00 p.m. on Thursday, May 28, 2026, at 14823 Path Valley Road, Willow Hill, PA 17271, at which time and place, all bids will be publicly opened and read aloud.
Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the "Clarifications" feature in PennBid no later than seven (7) days prior to the date for receipt of bids.
The project consists of a single prime contract but is not limited to the following: Selective demolition, EPDM fully adhered rubber roofing, insulation, metal coping and trims and roof curbs.
A non-mandatory Pre-Bid Conference will be held for prospective bidders on Thursday, May 21, 2026, at 11:00 a.m. at the Fannett Metal Elementary School, 14823 Path Valley Road, Willow Hill, PA 17271.
Bidding documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the "Ask A Question" feature in PennBid no later than five (5) days prior to the date of receipt of bids. Responses to questions which require an addenda or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
A certified check or bank draft payable to the order of The Fannett Metal School District, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully complete Non-Collusion Affidavit with the Bid.
A Performance and Payment Bond in an amount equal to 100% of the amount of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder within 20 calendar days of the award date.
Bids submitted for this project are subject to the Pennsylvania Prevailing Wage and related Acts for this project.
Liquidated damages apply at the rate of $500.00 per calendar day. Proposals must be upon the forms furnished by the School District.
Compliance with Act 127 of 2012 requires all contractors and subcontractors to use an E-Verify for verification of employment eligibility for all employees will be required. A verification form shall be provided for the Fannett Metal School District as a precondition of being awarded a contract.
Bids may be held by the Fannett Metal School District for up to 60 days from the date of bid opening for the purpose of reviewing the Bids and investigating the qualifications prior to awarding the contract. The Fannett Metal School District reserves the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities or informalities in any bid.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
