Public Notice BOROUGH OF ROUSEVILLE NOTICE OF SPECIAL MEETING AND SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Borough Council of the Borough of Rouseville will hold a special meeting on April 28, 2026 at 6:00 pm in the Borough Building located at 64 Main Street, Rouseville, PA 16344. At the special meeting (or at such other time and date, properly advertised, as the Borough Council may determine, no later than thirty (30) days following publication of this notice) Borough Council will consider, and, if appropriate, shall vote to enact, an Ordinance authorizing nonelectoral debt and summarized as follows: Section 1 defines certain terms, including the Note and the Project, which consists generally of payment of the costs of: (a) the refunding of all of the Boroughs General Obligation Bond, Series of 2024; (b) the design and construction of improvements to the water system; and (c) issuing the Note. Sections 2, 3 and 4 authorize the incurrence of nonelectoral debt by the issuance of a General Obligation Note, establish a sinking fund, pledge the full faith, credit and taxing power of the Borough to the payment of the Note, provide the form, maturity amount, interest rate and the terms and provisions for the payment of the Note, including its form and companion Loan Agreement, which is authorized thereby. Section 5 contains federal income tax covenants. Sections 6, 7, 8 and 9 provide for the sale of the Note, set forth certain directions for Settlement and authorize other related and necessary actions.
