The Connellsville Housing Authority (CHA), a recipient of federal assistance through the U.S. Department of Housing and Urban Development (HUD), hereby gives public notice of its intent to utilize a competitive negotiation process, in accordance with 2 CFR 200.317 through 200.326, for the procurement of architectural/engineering consulting services at various Connellsville Housing Authority communities and various special projects, the scope of which shall include those materials associated with the operations and management of all housing programs administered within its operation jurisdiction. The minimum qualifications are a specialized knowledge of and previous experience with federal housing construction and rehabilitation projects, and the attached scope of work to be performed. The ability to perform all required services on a most timely basis and the adequacy of technical and physical resources. Knowledge and experience for the inspection, testing, specifying, abatement and monitoring of asbestos or their hazardous materials, such as lead based paint. Familiarity with Uniform Federal Accessibility Standards. Firms are invited to submit a qualification statement for this contract to the Connellsville Housing Authority no later than Friday, March 20, 2026, at 10:00 a.m. CHA is requesting qualifications statements from prospective firms and will rank the statements according to their qualifications as related to the project. CHA will then open negotiations with the top-ranked firm with intention of reaching agreement on a fair and reasonable price.
