Public Notice ZONING VARIANCE DEEMED APPROVAL NOTICE Whereas, Todd Joseph applied for a variance on Nov. 6, 2025 seeking approval to utilize Tax Parcel Identification Numbers 5512-06-1, 5512-061-1 and 5508-055-9 commonly known as the former 4J Mobile Home Park, PA Route 618 Conneaut Lake, PA 16316, as a recreational vehicle park; and Whereas the property is partially zoned residential and partly zoned commercial and a recreational vehicle park is not permitted in this location under the Summit Township Zoning Ordinance; and Whereas the zoning hearing board held a hearing on the application on Dec. 17, 2025; and Whereas the Board issued a decision denying the variance on Jan. 2, 2026 date; and Whereas the decision was transmitted to the township on that date; and Whereas the notice was not delivered to the applicant personally or mailed to him not later than the day following its date as required by Section 908(10) of the Pennsylvania Municipalities Planning Code; Therefore, the township has determined that notwithstanding the zoning hearing board s decision denying the applicant the variance, the failure to provide the notice to the applicant within the required timeframe entitles the applicant to a deemed approval of the application, and said approval would allow the use of the subject property as a recreational vehicle park. All subsequent permitting would be in compliance with this deemed approval. Any person who may be aggrieved by this notice and determination may appeal to the Crawford County Court of Common Pleas within 30 days of the date of its publication in the Meadville Tribune which was Feb. 21, 2026. 02/21/2026
