Enlow Fork Mine PUBLIC NOTICE Pursuant to the Pennsylvania Clean Streams Law, the Pennsylvania Department of Environmental Protection Rules and Regulations, the Surface Mining Conservation and Reclamation Act, and the Bituminous Mine Subsidence and Land Conservation Act as amended, notice is hereby given that Consol Pennsylvania Coal Company LLC, 275 Technology Drive, Suite 101, Canonsburg, PA 15317, has submitted an application to the Pennsylvania Department of Environmental Protection to revise Coal Mining Activity Permit No. 30841317 for the Enlow Fork Mine. The proposed revision adds approximately 9.1 acres of surface permit area for the installation of the H5-3 and H54 Degas Boreholes. The facilities will be located in Morris Township, Greene County, Pennsylvania and are located on the Rogersville, PA U.S. Geological Survey 7.5 minute topographic map. The H5-3 Borehole permit area begins at the intersection of Fonner Run Road (T-482) and West Union Hill Road (T-705). It extends east 310 feet and then northeast 530 feet, varying in width between 65 feet and 190 feet. The H5-4 Borehole permit area begins along West Union Hill Road, approximately 0.5 miles northwest of its intersection with Fonner Run Road. It extends to the southwest approximately 615 feet and then 920 feet to the southeast, varying in width between 75 and 400 feet. The proposed permit revision includes construction of two degas boreholes, access roads, soil stockpiles, and erosion and sedimentation control facilities. The application includes a request for variance to encroach within 100 feet of the right-of-way of the following two roads: 125 feet of Fonner Run Road (T-482) located at the intersection with West Union Hill Road (T-705); and West Union Hill beginning 0.5 miles northwest of its intersection with Fonner Run Road and continuing 115 feet to the northwest. The road variances are required for access for the boreholes, including a stream crossing, and erosion and sedimentation control facilities. A stream variance request is proposed for work within 100 feet of the following four streams: Fonner Run (40520), beginning near the intersection of Fonner Run Road (T-482) and West Union Hill Road (T-705) and continuing upstream approximately 905 feet in a northeasterly direction; UNT to Fonner Run at two locations, the first beginning near the intersection of Fonner Run Road and West Union Hill Road and continuing 90 feet downstream in a southerly direction, and the second beginning at a point 2105 feet north and 1490 feet west of the intersection of Fonner Run Road and West Union Hill Road and continuing upstream approximately 510 feet in a northwesterly direction; UNT 40524AB to Fonner Run, beginning at a point 2005 feet north and 1535 feet west of the intersection of Fonner Run Road and West Union Hill Road and continuing upstream approximately 485 feet in a westerly direction; and UNT 40524-S203 to Fonner Run, located at its culvert under West Union Hill Road, approximately 0.6 miles northwest of its intersection with Fonner Run Road - extending from the culvert 40 feet upstream to the east, and 35 feet downstream to the west. The stream variances are required for borehole pad construction, a topsoil stockpile, access to the sites including stream crossings, and installation of erosion and sedimentation control facilities.
