NOTICE TO BIDDERS Keiter Alley Storm Sewer Improvements Project Sealed Proposals for the Keiter Alley Storm Sewer Improvements Project will be received in triplicate by the Borough of Kutztown at the Kutztown Municipal Building, 45 Railroad Street, Kutztown, Pennsylvania 19530, until 10:00 a.m., prevailing time, March 2, 2026. Immediately following the bids will be publicly opened and read aloud on the same date. The project consists of furnishing all material, labor, equipment and appurtenances for the removal and replacement of the existing storm sewer pipe and inlets for Keiter Alley, including trench restoration full width variable depth milling, 1½” depth of superpave asphalt mixture design wearing course. The Proposal for the Keiter Alley Storm Sewer Improvements Project shall be accompanied by cash, money order, a certified or cashier's good faith check or a bond with corporate surety in the amount of at least 10% of the total Proposal. All Proposals shall be effective for sixty (60) days and must be completed within sixty (60) calendar days of the Notice to Proceed. The successful bidder will be required to furnish Performance, Payment and Maintenance Bonds in the amount of 100% of the total contract amount, said bonds to be that of an approved surety company authorized to transact business in the Commonwealth of Pennsylvania. A Certificate of Insurance showing proof of liability insurance and worker's compensation insurance must also be provided, as specified in the bid documents. Notice is given that the Work is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum rates as promulgated under provisions of said act must be paid by contractors in connection with performance of the necessary work. Copies of the Contract Documents may be obtained at the office of the Engineer, Great Valley Consultants, 75 Commerce Drive, Wyomissing, PA 19610-1038. A non-refundable deposit of Fifty Dollars ($50.00) is required for each set of documents. A PDF copy is available and will be uploaded upon receipt of fee. All submission of bids must be on the bid forms provided with the contract specifications. A non-mandatory pre-bid meeting will be held on February 18, 2026 at approximately 10:00 AM at the Kutztown Municipal Building, 45 Railroad Street, Kutztown, PA 19530. Proposed Bidders shall be PennDOT Prequalified per PennDOT Specifications (PennDOT Publication 408, Section 102.01). Escalator provisions relative to bituminous materials shall be considered in this Contract, per PennDOT Publication 408 Section 110.04, latest edition. This Contract is subject to Resolution No. 6 2009 adopted by the Borough for the price adjustment of bituminous materials for small quantities. Kutztown Borough reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids, and to accept any Bid which is deemed most favorable to the Kutztown Borough, at the time and under the circumstances stipulated. Kutztown Borough also reserves its right, at its sole discretion, to waive any informality in the Bid, and to waive any omissions, errors, mistakes, defects or irregularities in any Bid. Borough of Kutztown hereby reserves the right, which is understood and agreed to by all bidders, to accept or reject any and all Bids or portions thereof and to delete projects and/or portions of projects based upon budget constraints.
